JOB TITLE: LE III OPERATIONS ROOM SECURITY OFFICERS (X4)

JOB RESPONSIBILITIES
The successful candidates will be responsible for the following duties, including supervision of the contracted guard force:

1.) Transport and Staff Movements

Monitor, control and log all transport movements and act as the point of contact for staff and drivers when travelling on official duty outside of Abuja.
To provide security briefings to all drivers, staff and escorts before departure.
Administer sections of the transport fleet including tasking and maintenance schedules.
Maintain a narrative for all travel outside of Nigeria reporting compliance failures to Line Management.

2.) Compound Security
To quality assure the contracted guard services at office and residential compounds by conducting daily visits.  Ensure that the guarding company are keeping high standards and monitor Key Performance Indicators.

3.) Information Collation/ Distribution:
Monitor media and press reporting for security/crime incidents within Nigeria, maintaining a State by State Log.
Distribute daily criminal/security incident updates.  Disseminate security messages to staff.

4.) Radio Communications
To monitor the internal radio network conducting checks with locations and staff on nominated dates.
To be responsible for reporting identified faults on the radio network.

REQUIREMENTS
The High Commission is looking for candidates with previous security, police or military experience, who have a proven ability to work effectively without the need for constant supervision, maintaining flexibility and initiative in performance.
Previous experience of working in an operational security environment is important too, particularly in the use of radio communications and correct radio procedures.
Candidates must have good keyboard skills, and familiarity with computers and software packages (notably MS Outlook, Word, Excel, and PowerPoint) is essential.
Candidates must be in possession of a current driving license and be able to drive a manual vehicle.
The successful candidate must possess an excellent command of English oral and written communication, excellent organisational skills and the ability to multi-task and manage their time effectively.  Strong interpersonal and networking skills and the ability to work with a diverse range of people is necessary.
The positions advertised will be conducted on a shift basis and applicants will be expected to work some nights and weekends.

REMUNERATION
The job will be graded LEIII with a starting monthly gross salary of N 287,490.00 including allowances. Successful candidates who are not liable to pay Nigerian tax will be subject to a 10 % notional tax deduction on the basic salary. The salary will be paid Naira.

DESCRIPTION:
JSI’s Integrated Supply Chain Field Office in Nigeria manages operations for both the SCMS Project (funded by PEPFAR) and the USAID | DELIVER Project. The accelerated growth of JSI’s procurement and supply management (PSM) related work in Nigeria requires enhanced management oversight to ensure quality technical work. The position of Deputy Chief of Party (DCOP) for Task Order (TO) Malaria has been created in the USAID | DELIVER Project in order to strengthen the strategic and operational management of project activities funded under the President’s Malaria Initiative (PMI).

This is a full time position based in Abuja, Nigeria. The DCOP works under the leadership of the Chief of Party (COP), who is his/her supervisor. The DCOP exercises principal responsibility, subject to the direction of the COP and senior USAID | DELIVER Project staff in Arlington, for managing a portfolio of activities under Task Order Malaria that is supported by an annual budget in excess of $30 million. Chief among the DCOP’s responsibilities are to lead (1) the continuous monitoring and periodic updating of Task Order Malaria’s overall strategy in Nigeria, in collaboration with USAID and the Government of Nigeria, and (2) the specification and effective implementation of an annual workplan and budget, as agreed with USAID and USAID|DELIVER project staff. The DCOP manages directly more than a dozen staff based in Abuja and in state-level field offices who are assigned full-time to Task Order Malaria. The DCOP is a member of, and is expected to play a leadership role in, the 15-member Senior Management Team (SMT) of the JSI Integrated Supply Chain Field Office. Together with other senior managers, the DCOP is responsible for ensuring that Field Office staff comply with all applicable US Government and JSI policies, rules and regulations; and that staff observe and maintain the highest standards of honesty, personal integrity, and professionalism in the discharge of their duties.

Maintain excellent and productive relations with USAID Nigeria activity managers for USAID|DELIVER TO Malaria and with other USG staff supporting PMI;
Maintain excellent and productive relations with Government of Nigeria officials involved in malaria control programming, in particular staff at the National Malaria Control Program (NMCP), and with other donors, implementing partners, and stakeholders supporting malaria control in Nigeria.
Represent the USAID | DELIVER PROJECT and JSI at technical meetings and with other cooperating agencies, senior government officials and donor agencies.
Together with the DCOP for Task Order 4 (public health), assist the COP in providing the overall management and strategic vision for the project. Support the Chief of Party to ensure that all technical areas of the project are integrated and that use of available resources is maximized.
Help to ensure an open, regular communication flow within the malaria team, between the malaria team and the rest of the Nigeria field office, and between the field office and home office.
Serve as a member of the Senior Management Team, periodically chairing meetings as directed by the COP.

Stay abreast of global DELIVER and other relevant supply chain and malaria initiatives that could support the projects’ objectives in Nigeria.
Work closely with the Director for Monitoring and Evaluation, and all other Directors, to prepare monthly, quarterly, annual and other periodic reports for PMI, USAID, National Malaria Control Program (NMCP), and others as needed.
Develop scopes of work for short term technical assistance.
Perform other duties as assigned by the Chief of Party.

QUALIFICATIONS
International health logistics and/or public health professional with at least ten years’ experience in development.
At least five years’ experience supporting logistics and/or procurement & supply management functions and activities in the health sector.
At least five years’ experience managing technical, program and/or administrative staff.
At least three years’ experience supporting malaria control programs.
At least two years’ experience living/working full-time in a developing country context.
A relevant post-graduate degree (MPH strongly preferred).
Demonstrated experience in strategic planning and/or project/program design.

Demonstrated experience representing programs to governments, donors and diverse groups of stakeholders.
Fluency in English; excellent writing and oral presentation skills in English.
Demonstrated ability to prepare and present relevant information to diverse audiences.
Demonstrated ability to work both independently with little/no supervision and as a member of a team.
Demonstrated proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook) and other relevant computer applications.
Able to travel up to 25% in country to support technical and management activities.
Willingness and ability to travel internationally, including to the US.
Previous work experience in west Africa strongly preferred.
Previous work experience with USAID-funded projects desirable.
