Options is recruiting a Policy and Planning Technical Officer to provide technical support and coordination to the Voice and Accountability (V&A) component of the Partnership for Transforming Health Systems 2 (PATHS2) programme. PATHS 2, a DFID-funded programme in Nigeria, aims to improve the planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems, focusing on six states and the federal government. Options leads on the V&A component of PATHS2, which focuses on strengthening community participation in the health sector and advocating for community involvement in health policy and budget development. As a member of PATHS2’s V&A Team, the Policy and Planning Technical Officer (PPTO) will provide key support to the V&A Technical Manager in the implementation of PATHS2’s V&A strategies that focus on Family Health Committee (FHC) participation in health sector policy and planning processes. S/he will contribute to ensuring increased participation of FHCs in these processes at LGA and State level. Key responsibilities include: providing technical assistance to PATHS2 state offices, state based partners and implementing partners in the design, implementation, monitoring and evaluation of V&A activities; draft and quality assure ToRs and documents produced that relate to V&A work in the area of policy, planning and advocacy; ensure on-going monitoring and evaluation of V&A activities in the relevant areas; contribute to the V&A output workplanning processes, including the on-going evolution of V&A’s technical direction in the area of Policy and Planning at State and LGA level. Key competencies include: at least 5 years work experience in a development organisation in a relevant field; experience and thorough understanding of policy and planning processes, particularly at State and LGA level; an understanding of issues relating to citizen voice, government accountability and responsiveness in service delivery; ideally, experience of working in the health sector, or on other types of service delivery. The post is open to Nigerian nationals only and the post-holder must be willing to undertake frequent travel within Nigeria.
