Objective 1: To refine the FSL Strategy, develop programming and an operational plan of action for the Nigeria mission.

Key activities & responsibilities to achieve this objective:

• Meet with key stakeholders FSL to learn and document the existing approaches to WaSH in Nigeria, especially in the northern part of the country.
• Update/review FSL context information for Northern Nigeria • Lead the process of refining the mission FSL strategy, in collaboration with field teams, and close consultation with the coordination team. • Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions • Manage and further develop existing regular FSL information collection on market prices, seasonal and regional trends, and general FSL context. • Develop concept notes that can be easily adapted to respond to possible funding opportunities, particularly FSL. • Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met • Develop alongside the coordination team integrated program proposals to contribute to nutrition security. • Lead the writing of FSL proposals • Identify potential FSL partners from government or civil society. • Based on FSL crisis scenarios develop a potential response matrix for new programs or components to integrate within existing programs.

Objective 2: Oversee field teams to ensure compliance, technical quality and coherence FSL Interventions

Key activities & responsibilities to achieve this objective:

• Advise, participate in, review, and when required, lead on carrying out technical assessments, surveys, designing interventions and carrying out monitoring and evaluation. • Approve and support the development of project procurement plans and project work plans • Through regular field visits advise and technically support the field based program managers to implement high quality programs that adhere with contractual requirements and ACF procedures and technical ways of working. Technical support includes harmonizing the FSL approach, approving the chosen approach and tools, and ensuring that technical standards, guidelines and methodologies are communicated and understood.

Objective 3: Recruitment, capacity building and coaching of national personnel

Key activities & responsibilities to achieve this objective:

• Review job descriptions and recruitment of technical national personnel as needed. • Evaluate technical program managers as per the defined schedule. • Ensure individual coaching of technical program mangers and training of FSL personnel to improve any identified areas of weakness.

Objective 4: Ensure tracking and reporting of technical activities

Key activities & responsibilities to achieve this objective:

• Compile monthly technical reports alongside the Nut Coordinator giving an overview of activities and contextual updates. • Review reports and gauge the progress of projects/programs against output goals, expected results, project indicators and sources of verification ensuring compliance with ACF internal reporting standards. • Review relevant budgets in liaison with the Administrative coordinator and Field Coordinator to ensure budget and expenditure are in line with program objectives and timeline. • Validate procurement requests (PRs) before submission to the log department. • Follow up of logistics requirements in liaison with the Logistics Coordinator. • Ensure that all program related data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized. • Facilitate and support systematic monitoring and evaluation of interventions. • Responsible for the elaboration of technical program donor reports with respect of the formats, content and deadlines. • Validate all non-nutrition technical related documents and reports before dissemination to partners

Objective 5: To actively participate in internal & external coordination within the technical sector at the county and state level

Key activities & responsibilities to achieve this objective:

• Coordinate with other technical and support departments to ensure a common approach, synergy and sharing of information. Working closely with the nutrition team is imperative for the success of the project and to minimize confusion by beneficiaries.
• Represent Action Against Hunger externally and collaborate/coordinate with local authorities, counterparts, partners and stakeholders. • Represent ACF Nigeria in important national or regional FSL meetings, particularly with regards to potential regional crises (e.g. cholera, locusts, food prices). • Identify FSL calls for proposals, interested donors, and opportunities for FSL and/or integrated program development, including emergency response. • As required support the Country Director in donor representation and technical issues. • Undertake additional activities as may be requested by the coordination team.

REPORTING RESPONSIBILITIES

• Monthly technical report • Monthly, quarterly & final donor reports as required by each donor contract • External meeting reports

POSITION REQUIREMENTS

QUALIFICATIONS

• Degree in FSL related studies, e.g. agro-economy, natural resource management, anthropology, etc. • Further qualifications related to development contexts preferred • Experience in proposal writing for the major institutional donors, e.g. USAID, ECHO, DFID, CIDA, etc. • Experience in starting up programs • Experience implementing or coordinating integrated programs or standalone FSL programs

SKILLS & EXPERIENCE

ESSENTIAL

• Two years relevant work experience • Previous overseas experience • Experience in managing multi sector teams • Fluent English • Project development capacity • Ability to analyse and synthesize

PREFERRED

• Professional, motivated, open, creative, mature, responsible, flexible, culturally sensitive
• Good managerial and training skills
• Good capacity of representing ACF
• Previous experience with ACF
