Organizational Development Director - USAID Program ‘Scale-Up of Care and Support Services for Orphans and Vulnerable Children in Selected States in Nigeria’

Nigeria has one of the largest numbers of orphans and vulnerable children in the world, estimated at 17.5 million in 2008, of which 2.3 million are orphaned due to AIDS. A consortium, led by Christian Aid, is looking for an Organizational Development Director for a large ($32 million) and complex USAID project to scale up care and support services for orphans and vulnerable children. The Organizational Development Director (ODD) is responsible for building the organizational capacity of sub-grantees in creating an enabling environment focused on development. The ODD will work with sub-grantees to manage their operations as effectively and efficiently as possible. S/he will design and closely monitor the implementation of organizational capacity building initiatives which will comprise of a variety of systems including finance, program/project management, strategic planning, HR systems, proposal writing, information and knowledge management.

The ODD also will serve as a resource for identifying best practices, lessons learned, and innovative approaches to institutional capacity building, and for disseminating this information across the project. The ODD will participate in national and regional capacity building and systems and will strengthen initiatives intended to promote local ownership and contribute to the sustainability of HIV and OVC programming. The ODD will direct and supervise senior OD staff and short and long term technical assistance for the organizational development program.

Specific Duties and Responsibilities:

Collaborates with the Chief of Party (COP) and other directors to integrate institutional capacity building efforts and community mobilization across the project.

Supports OD staff to bring technical assistance to public and private institutions strengthen the organizational capacity of sub-grantees to ensure effective and efficient management of OVC programming. This will include conducting institutional assessments and developing and implementing plans to address management and programming challenges to improve quality of services, management systems and governance.

Establishes mechanisms for monitoring progress of OD activities and for measuring change in institutional capacity.

Identifies individual OVC related professionals, larger NGOs, and training institutions to mentor and coach staff of CBOs.

Establishes mechanisms at the state and regional level to provide continuing in-service education on management and technical issues for all institutions, organizations, and community structures.

Stays consistently aware of current methodologies, principles, best practice and USAID requirements in program implementation

Qualified candidates should possess the following:

Master's degree in public health, management, social sciences or a related professional advanced degree

At least 10 years senior level experience in institutional capacity building, organizational development, and program management of large-scale development programs preferably in Sub-Saharan Africa. Specific experience in Nigeria desirable.

Demonstrated technical skill in design, implementation monitoring and evaluation of capacity building activities with government and civil society partners.

Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of indigenous governmental organizations and NGOs.

Ability to work in diverse cultural, social, and language contexts and produce results.

Proven expertise in developing and implementing effective partnerships with private sector entities

Solid knowledge and understanding of current good practices in OVC programming.

Very good knowledge of financial procedures, proposal writing, information / knowledge and human resources management

Strong communication skills - both verbally and in writing, with proficiency in English

Proven experience mentoring and strengthening technical skills of staff

Demonstrated ability to lead and work effectively in team situations

The ability to travel extensively to locations within Nigeria as required
