JOB OPENING: Full-Time Nigeria Consultant

The Revenue Watch Institute (RWI) seeks a full-time consultant to contribute to the implementation of several oil sector transparency and governance projects in Abuja, Nigeria.

The projects are operated as part of the Facility for Oil Sector Transparency in Nigeria (FOSTER), a DFID-funded multi-year project implemented jointly by RWI, Oxford Policy Management and the Centre for the Study of Economies in Africa. RWI leads several FOSTER projects, the activities of which include technical assistance, research and analysis, and capacity building on issues including crude oil exports, the sovereign wealth fund, the Extractive Industry Transparency Initiative (EITI) and the development of concession mapping tools.

The Consultant will lead the execution of specific activity areas, contribute technical expertise to FOSTER projects, and help to coordinate and manage RWI’s overall participation in FOSTER. Issues around petroleum revenue collection and revenue management will feature prominently in the portfolio. The Consultant would be based at the FOSTER office in Abuja. S/he would report to the RWI Governance Advisor and liaise regularly with the FOSTER team leader as a regular and full-time member of the FOSTER team. They would also be in regular contact with the RWI Nigeria Coordinator and other RWI activities in-country.

Responsibilities include but are not limited to:

Lead the implementation of projects and activities on issues related to oil sector transparency and governance, specifically on the maximization of crude sale revenues and revenue management issues including the operation of the new Nigerian Sovereign Investment Authority; Contribute to the technical work of the projects by conducting research and analysis and providing advisory and capacity building services, especially on issues of public finance and oil revenue collection/management; Coordinate and develop RWI’s participation in FOSTER, in partnership with New York-based staff, through regularly communicating with FOSTER team members, monitoring project implementation, and advancing new opportunities for RWI contributions; Prepare reports on FOSTER activities and related issues of oil sector governance for use by RWI, FOSTER and DFID; Develop new collaborations with potential partners including Nigerian government agencies and accountability actors like the National Assembly and civil society; Contribute to other management and administrative tasks associated with the above activities.

Qualifications:

Graduate degree in relevant field (economics, finance/accounting, law, political science or international affairs). Expertise and specialization on relevant issues such as petroleum economics, public finance, natural resource management, etc. A minimum of five years of experience working in Nigeria, preferably in a related area such as the oil sector, economic affairs, finance, development, etc. A background of working with Nigerian government agencies (especially those bodies engaged in the areas of petroleum, economics and finance), the Nigerian petroleum industry, and/or Nigerian civil society. The established ability to efficiently manage complex projects with limited supervision. Strong and proven writing skills. This will be tested during the interview process as the ability to produce excellent written work is essential. Exceptional communication skills including the ability to effectively interact with senior government, private sector and civil society actors, both Nigerian and international. Compensation: Negotiable, and commensurate with experience.
