Change Management Expert – State Accountability and Voice Initiative –Nigeria – Short-term Contract

GRM is currently looking for a Change Management Expert to provide short-term inputs on the State Accountability and Voice Initiative Programme (SAVI) in Nigeria which is going through a rapid expansion due to the programmes success. SAVI began in five initial states: Enugu, Jigawa, Kaduna, Kano and Lagos, and has expanded to three additional Northern states: Yobe, Zamfara and Katsina.

The programme objective is to increase the ability of citizens to claim rights and hold governments accountable. SAVI supports leading groups in civil society (CS) to partner with the Media, with State Houses of Assembly and key reformers in Government to demonstrate improved Voice and Accountability through a drivers-of-change type approach. Services are provided to selected civil society organisations, think tanks, media outlets and State Houses of Assembly (SHA).

The Basics: Start date: As soon as possible or before August 31st 2012 Location: Home-based work with three trips to Abuja to work with the SAVI staff in the Head Office Package: Competitive daily fee rate, health and travel insurance, economy flight and per diem

Responsibilities: • Understand how SAVI Management structure is presently configured and operates. • Explain to SAVI Senior Management the implications for a doubling in Staff numbers and geographic coverage into 10 diverse and spread out States. • Provide options on how a “flat management structure can be maintained” and where changes will be required (provide guidance of reporting and management lines both programmatic and administrative / financial). • Respond to issues as the expansion takes place (from distance) and return to provide some critical oversight on what is put in place and the revised modus operandi based on his / her experience and the reality on the ground. • Provide an interim report on recommendations and responsibilities from the 1st field visit. Final report based on implementation to date on the 2nd field visit and with clear and agreed recommendations on the way forward Ensure a safe and secure working environment for all employees, consultants and visitors.

Experience required: • University degree in relevant discipline. • At least 15 years extensive Organisational Change Management experience with Non Government Organisation or Donor Programmes. • Similar experience with a programme scale up within a limited period of time. • Experience in working in West Africa, preferably Nigeria. • Excellent command of English (written and oral) and communication skills.
