Purpose of the Position

Under the overall guidance of the Deputy Representative, accountable for the development, design, planning, implementation and management of the Social Mobilization and Communication component of the Polio programme within the country programme.

As the leader of the social mobilization and communication component of Polio eradication, direct, lead and manage a group of professional and support staff to develop, manage and administer the sectoral and inter sectoral programme.

Key Expected Results

UNICEF leadership in communication: ensure that UNICEF retains its leadership through strong technical capacity at central, zonal and state levels. As the leader of the unit, responsible for external relations/fund raising, monitoring and evaluation, and data analysis.

Strategy development: as the lead of the national SMWG, along with UNICEF, WHO and other partners, develop a national Polio communication strategy with specific objectives, activities and indicators for caregivers, health care workers, opinion leaders and policy makers. Guide national Polio Communication level priorities, and help state and LGA level implementation of priority activities at scale in high risk wards. Prioritize Polio Communication in 82 very high risk LGAs.

Information and communication: based on data from the most recent KAP, develop key message on Polio eradication to counter non compliance and complacency, OPV safety and efficacy along with perceived need to immunize.

IEC materials development: based on national strategy, develop minimum package of materials to support key activities such as Traditional Leader involvement, community dialogues or local partners. Guide production of IEC materials in local languages without deviating from national messages and branding.

Mass media: Strengthen formal and informal partnerships with Journalists Against Polio and other media agencies. Support national and locally produced Radio spots ensuring g that they adhere to national messages framework. Monitor media coverage for tone and accuracy at the national level and in high risk states. Explore/involve PR agencies if appropriate.

Data Management: Coordinate ward level data analysis for planning and evaluation at local levels. Modify data base for availability of reports required for ward level planning, monitoring and evaluation of impact. Ensure that working with WHO and partners, social data is regularly cleaned, packaged and utilized for ward level planning in all of the highest risk LGAs.

Fund Raising and External Relations: Strengthen resource mobilization efforts by better engaging donors and partners for polio eradication activities. Enable the UNICEF programme to become more self-sufficient financially and also to be more responsive to demands from stakeholders for information sharing and engaging the larger public health community.

Monitoring and Reporting: Set up M&E regimen to provide both process and outcome data regularly. Provide information for internal planning and to demonstrate progress to external audiences.

Qualifications of Successful Candidates

Advanced university degree in the field of Communication, Social Sciences, with preference to those with studies in public health communication, mass media studies, social mobilization and development communication and community development.*

Ten years of relevant work experience at national and international levels in field programmes including strategic communication.

Practical experience in community-based research, social mobilization and development and project implementation.

Experience in polio eradication is an asset.

Fluency in English and another UN language. Knowledge of the local working language of the duty station is an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
