The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. The protection and assistance to conflict affected population is provided within a long term, regional and rights based approach in order to constitute a coherent and effective response to the challenges posed by today’s conflicts. Assistance consists of relief and other humanitarian aid, rehabilitation, support to return and repatriation as well as promotion of long term solutions to displacement and its causes. In addition, support and capacity building of local and national authorities and NGOs form an integral part of DRC’s work. FINANCE MANAGER Location: Maiduguri Start date: ASAP ABOUT THE JOB Overall purpose of the role: Under the supervision of the Head of Finance and Administration (HoFA), the Finance Manager will ensure that all financial functions in the country programme including accounting, payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance are done effectively and in a timely manner. The Finance Manager ensures compliance with donor regulations as well as DRC’s internal policies and procedures and provides support to the program management teams as required. The Finance Manages is directly managing and supervising the Finance Officer at the Country Office and is supervsing (technichallly, i.e dotted lined supervision) the Finance Officers in the Base Offices. KEY RESPONSIBILITIES Accounting / Finance: Maintain cashbooks as recommended and ensure timely submission to HoFA. Maintain banking relations and plan/monitor country cash flow requirements to ensure the smooth implementation of DRC/DDG programs Monitor the petty cash handled by the finance staff Develop annual fiscal year budgets in collaboration with the Head of Bases and technical managers, implement grant budgeting and forecasting systems with Head of Bases and relevant team members Plan and maintain oversight of co-funding requirements Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters. Ensure timely payment of salaries, and all suppliers/partners’ invoices by finance. Supervise the preparation of vouchers and related invoices. Prepare the monthly accounting report as required by the DRC/DDG Nigeria, regional office and HQ. Maintain a timely and proper organization of the accounting supporting documents into files according to DRC/DDG requirements. Budget, Financial Management and Control: Ensure that a financial related information is accurate and is well maintained. This includes an overall planning, budget and control of expenditures for shared operational costs, but also coordination of budgeting and expenditure related to programme implementation. Prepare the cash transfer’s request for HQ whenever needed. Update and share regularly the financial documents, allowing an accurate/timely/safe financial management of the programme. Implement all relevant financial control tools within the country programme. Management, Monitoring & Capacity Building: Train, support, supervise and monitor the finance staff ensuring that HQ/donor procurement guidelines are followed. Train, support and monitor finances – cashbooks, receipts, financial reports – and provide regular feedback and mentoring. Supervises, audits, control and implements corrective actions related to the DRC/DDG standards for operations. Lead in training plan and training needs assessments as part of improving compliance with DRC /DDG standards. This includes on-the-job training, instructions and relevant follow up measures, as well as the design and conduct of more topic-bound training sessions. Lead in systems development and roll out of systems already developed in close cooperation and coordination with DRC’s Regional office and headquarters. Weight Loss Job Search

<div> It is rare that two diverse subjects come together in daily life, but when they do the results where they meet can bring excellent insight into what can at first appear to be diverse needs or problems. In light of the reduced global economy post the credit-crunch induced recession, the media has brought light on the subjects of weight loss and job search. Weight Loss and Job Search Firstly, let us be clear: weight loss is almost inevitable during a job search. With families facing a reduce income, and the stress of finding and applying for jobs, inevitably calorific input will reduce and standing metabolic rate will increase, bringing about a short term loss in weight. For some who may not have been over weight in the first place, this can go too far and should be closely monitored. But when we live in a western culture where almost one third of people are medically overweight and a fifth technically obese, this may not necessarily be a bad thing. Secondly, there is good academic research that overweight people perform less well at job interviews than those who are closer to a healthy weight. Why? Researchers agree that it is a combination of factors: low self esteem (probably increased due to the loss of a previous job); poor breath control adding to a poor interview technique; and in part interviewer bias. When in the current market employers are faced with a plethora of well qualified and skilled job applicants, then other factors do come into consideration as to whom they finally employ, including the job applicants current health. Many corporate employers now have compulsory health screening, and health risks of an individual will translate into higher insurance coverage costs, perhaps bringing an economic factor into job application rejection for those who are overweight. Weight Loss Employment In a recent article, a national daily newspaper highlighted such an economic driven employer choice over the employment of an obese person. Employed in the highly skilled aeronautical maintenance industry, the 30 stone employee was a valued member of staff. The requirements of safe work access meant that all work was undertaken on either low raised stages or lifting platforms. In Autumn 2009, the employee took a step from a platform, which was 1foot of off the ground, and fell. Taken to hospital, he was found to have twisted his ankle; the employer made a claim under their liability insurance. After a four-week investigation during which the employee was not allowed to work, the insurance company effectively withdrew coverage around the employee (by raising the excess limit), on grounds of associated liability of his aid and assistance should he fall or injure himself again. Liability insurance is an essential of the aeronautical industry, meaning that the employee could only return to work in a lower skilled and hence lower paid office-based job. The company offered the employee the option of redundancy, which he took, and has since been unemployed for nine months. However, there is a further twist: because he can technically work, the government are only paying him job seekers allowance and not disability benefit payments. This reduces his income by half, although until he loses weight, employers who presently take background checks are also concerned with their insurance liability coverage implications, even for non-aeronautical related positions. Economic Weight Loss for Employment? So is there an economic argument for weight loss surgery for employment? The UK’s Royal College of Surgeons thinks yes. A study into bariatric surgery showed that if a quarter of obese patients had the size of their stomachs reduced, it would cost the NHS £546m. Analysis then by the Office of Health Economics estimated that the direct savings to the NHS would be £104M: a 5 year payback. But, as these people could now fully return to work, UK benefits payments would reduce by £482M per annum, and the increased economic activity from these now workers would increase UK GDP by £1.8billion, bringing national payback to below one year. One can understand the original driver for such a study, enabling surgeons to retain budgets threatened by proposed budgetary constraint. According to the study, about 240,000 obese patients need and want weight-loss surgery on the NHS. But in 2009, just 3,600 actually had it. However, the UK coalition Government has countered not with a direct address to the study, but with a consistent mantra of past administrations of all political colours. They prefer a long term and less intrusive method of weight loss based on a healthy balanced lifestyle of food education, exercise and self-restraint. The Health Minster commenting on the study said: “Our ambition is to encourage healthier lifestyles and reduce the need for this type of treatment.” Weight Loss for Job Search What is the answer for job seekers? Much as though there are rightly national and global levels of legislation covering employer discrimination on issues including: race, colour, age, religious belief, sex and disability. But there is no existing or proposed legislation covering the discrimination of the overweight job applicant. Clearly in some jobs, job applicant weight and also manoeuvrability within confined spaces is an essential part of the jobs activity. While local employment offices may at first question why an employer asks within a job advert for someone below or above a certain height, after investigation to ensure that such a job description is not discriminatory and has sound scientific based reasoning, all will now accept job adverts which restrict job applicant weight. Further, where locally there are a high number of overweight job applicants, some government employment offices have introduced weight loss programmes to their portfolio of courses to improve job applicant performance. So if the government employment office recognises this, what should job applicants do? As I said at the start of this article, some weight loss during a Job Search is inevitable: from some studies, around half a stone is easily possible. But if you know you are the right job applicant, and when everything else is equal, then perhaps part of your job search results could be down to your current weight. I am personally not convinced by a proposal based on the economics of surgery. Yes it may make national economic sense, but does it make long term sense for that individual? If they have had a long-term obese weight problem, and are resultantly suffering multiple medical conditions requiring the regular prescription of drugs, then surely weight loss surgery would have been on their physician’s agenda anyway, irrespective of any potential employment that such surgery would allow? For most who are in a job search, in transition between jobs, then not only reviewing what type of job you want next, then most will also be reviewing and thinking about what type of lifestyle changes they could also make. In order to improve them selves, then weight loss will come onto their agenda. While the initial stress related weight loss will make them feel positive, inevitably the rejection based learning curve of the job search may lead them back to old ways of eating and weight gain. As a pescetarian myself, I use over the counter health supplements to improve my bodies system. There are a number of generic and specific health vitamins, which can help and aid your bodies performance in this stressful period, boost your overall immune system; as well as short-term weight loss supplements which can help you gain additional benefits if necessary. So is weight affecting your job search? The generic national statistics would suggest that yes, with up to one third of job seekers at least overweight. In this tough job search market, when the competition is high, focus some of that job seeking time on yourself and your body: it all helps.
