Senior Talent Development Officer in the Head Office

The African Reinsurance Corporation (Africa Re) is an International Financial Institution with Headquarters in Lagos (Nigeria). Africa Re has six Regional Offices in Casablanca (Morocco), Nairobi (Kenya), Abidjan (Côte d’Ivoire), Port Louis (Mauritius), Lagos (Nigeria) and Cairo (Egypt); two subsidiaries in Johannesburg (South Africa) and Cairo (Egypt) as well as a Local Office in Addis Ababa (Ethiopia). The Corporation is owned by 41 member States of the African Union (AU), the African Development Bank (AfDB), the International Finance Corporation (IFC), German Investment and Development Corporation (DEG), Dutch private sector financing company (FMO), PROPARCO (subsidiary of the Agencefrançaise de développement), IRB-Brasil Re and 107 African insurance and reinsurance companies.

I. Job Details

1. Manage and direct activities of the Africa-Re Training Centre (ATC) ensuring alignment to all approved objectives and targets to achieve the Africa-Re learning goals, Africa-Re Technical Assistance and Capacity Building for the benefit of African cedants and markets.

2. Plan, develop, and provide training and staff development programs to enhance Career development, Succession planning; Fill skill gaps and Induct new staff using all appropriate and effective learning/training methodologies.

3. Be the HR leader in Learning and development and manage high potential talent pool.

4. Be the Technical Assistance leader in African insurance capacity building.

II. Grade and Duties

The post is a PS 3 grade level with possibilities of advancement in the Organizational chart and the Corporation.

The duties of the Training Officer shall comprise amongst others:

Internal Learning & Development:

1. Identify training and development needs within Africa-Re Group

2. Liaise which each department and regional head to identify training gaps and develop curriculum and syllabus

3. Recommend training courses, seminars, information sessions, workshops and conferences to enhance the capabilities of Africa-Re staff and provide them with appropriate tools and skills.

4. Develop course curricula in consultation with the Regional Offices for cedants and brokers

5. Initiate, Oversee, coordinate and monitor all Africa-Re training programmes, annual lectures and conferences/seminars for Africa-Re cedants, brokers and other relevant groups.

6. Oversee and approve the schedules and timetables for courses, ensuring that they are adequately planned.

7. Coordinate effective induction programmes for newly recruited staff in the Corporation

8. Collaborate on vision and planning for emerging teaching and learning technologies

9. Develop testing and evaluation procedures and periodically evaluate training effectiveness a

Africa Re Training Centre Management

1. Identify training and development needs within African Insurance Markets through market surveys, questionnaires, reading and regular consultation with regional/Departmental heads, especially the Central Operations & Special Risks;

2. Recommend technical training courses, seminars, information sessions, workshops and conferences to enhance the capabilities of Africa-Re staff and provide them with appropriate tools and skills.

3. Develop course curricula in consultation with the Regional Offices for cedants and brokers ensuring that the courses offered meet the standards and requirements of the Institute.

4. Initiate, Oversee, coordinate and monitor all Africa-Re technical training programmes, annual lectures and conferences/seminars for Africa-Re cedants, brokers and other relevant groups.

5. Oversee and approve the schedules and timetables for courses.

6. Coordinate effective delivery of technical training programmes,

7. Develop testing and evaluation procedures and periodically evaluate technical training effectiveness and present periodic reports to Management and other stake holders.

8. Prepare the business plan and annual budget for the ATC in line with the Corporation’s overall learning objectives

9. Monitor and manage the ATC’s operational compliance with the Corporation’s policies, procedures, rules and regulations. Monitor, coordinate, plan, and organize the overall activities of the ATC which include curriculum development, training workshop, annul lectures, cedant/brokers training development & seminars.

10. Ensure competent external and in-house trainers .

11. Attend and represent the Center in local, regional and international conferences as well as with similar institutions

12. Documenting training materials as well keeping training materials up to date

III. Location

The successful candidate shall be based in Lagos (Nigeria) with the possibility of redeployment to a Production Centre within the Africa Re Group.

IV. Main Competencies required for this position

Technical

? Specialist in Insurance / Reinsurance (Insurance competency).

? An insurance practitioner with diverse experience in technical matters (at least more than 3 products), a seasoned reinsurance professional, an insurance academician

? Mature and capable of leading project like the Training Centre and the Young Insurance Professional Programme (CSR), having presentation skills,

? Bilingual, able to deal with various cultures of our markets,

? Must have occupied similar positions

? Human Resource/ Talent Management skills

? Ability to communicate with managers and supervisors concerning the direction, management and problem resolution of the overall staff development program .

? Ability to write, advise and develop policies, procedures and regulations related to staff development.

? Ability to evaluate training feedback to monitor course effectiveness and make appropriate corrections.

? Knowledge of organizational development and multi-cultural theory and practices.

? Knowledge of advanced strategic planning to ensure overall staff development program, organizational structures, and systems fulfill legislative or mission driven organizational goals.

? Ability to identify resources as well as cost effective and efficient application of

? Computer literate with good interactive knowledge of Microsoft office and other insurance related software

V. Qualifications and professional Experience

This position is a PS 3 grade and applicants shall be holders of:

? First University degree in relevant field plus Masters plus 7 years post qualification relevant qualitative work experience ;

Or

? First University degree in relevant field plus full professional qualification plus 7 years post qualification relevant qualitative work experience;

Or

? First University degree in relevant field plus 11 years post qualification relevant qualitative work experience;

? A post graduate degree in Management, Psychology , Human Resources or Social sciences plus relevant work experience in an Insurance/Reinsurance company would be an added advantage,

? Exemption from taxes and duties (diplomatic status of an international civil servant);

? 75% medical cover for staff and family;

? Education allowance for each child up to 26 years (maximum 4 children);

? Duty Post Differential that may increase or decrease depending on the economic situation paid in local currency;

? Home leave to country of origin every two years paid by the employer;

? Joint contribution to the Provident Fund (7% of the basic salary paid by staff and 14% by the employer).
