Oxfam GB and ON’s programming in Nigeria and Ghana; to build relationship with potential donors; to develop programs with staff and partners; to ensure quality and consistency in relationships with institutional donors; and to support programme teams, in planning and managing their funds
Job Title: Oxfam Institutional Funding Officer (Nigeria/Ghana) In collaboration with the Dakar based OGB Regional Programme Funding Team (RPF) and The Hague based ON External Funding (EFU) team, support the OGB CountProgramme Teams Nigeria and Ghana (50%) & ON Nigeria Desk (50%) to manage DC and established relationships with donors for development and advocacy & when relevant humanitarian work in two countries in West Africa. To identify opportunities for fund-raising with institutional donors and private sector. Provide specialist information, internally and externally to donors in order to meet the Oxfam affiliate funding strategy objectives for the two countries. Ensure skill transfer, training & provide tile quality check in Nigeria and Ghana for delivery of quality concept notes, full proposals and grant compliance & assist in editing where needed. Organize staff & partner meetings for program development purposes. Organize grant compliance & monitoring information forA small program development budget will be available for research, documentation communication process1 Manages new and existing program development and fund-raising processes2 Facilitates and organises program development processes involving Oxfam staff a counterparts (both content & budget dimensions)3 Good communication and facilitation skills for multi-actor processes4 Collate information from a defined range of sources (external and internal) for colleague5 Deals with people both externally and internally to influence adherence to Oxfam ways working6 Frequent internal and /external negotiationsRepresentation and acquisition7 Mobilize specific technical and professional knowledge in program development, and provide this to colleagues on grant management; significant training/capacity buildingnon-specialist staff in funding responsibilities.8 Responsible for supporting tile development and/or implementation of a funding strategy for Oxfam OB’s programmes in Nigeria and Ghana (50%) and for Oxfam Novib’s programmes in Nigeria(SO%)9 Responsible for developing good relationships with key potential donors in these two countries & pro-actively identify funding potentials Nigeria and Ghana, including advising & guiding Oxfam OBION colleagues on country funding plans and donor liaison10 Support Oxfam country colleagues OGB/ON in tbe development and submission of donor proposals for Nigeria and Ghana.11 Conduct aquality check on all proposals & reports.Supporting and delegating quality contract management, including’ donor reporting, in collaboration with the Oxfam colleagues.12 Deliver training and support country offices with project cycle management and donor contract management according to capacity building plans in order to strengthen relationships with key donors, this in collaboration with OGB’s RPFT and ON’s EFU units.13 Represent Oxfam (GBlON) as required with donorsUnderstand and maintain Oxfam in Nigeria I Ghana donor database & give advise on bow14 Coordinate and share information with OGB and ON HQ, including attending planning and training meetings and upholding standards.1 University degree in relevant area or proven experience at this level.2 At least 5 years of work experience in the field of development cooperation, pref. with NGOs3 Three years experience of raising funds, preparing project proposals for DFID, EU and other institutional donors which are predominant in Nigeria and Ghana , preferably for NGOs as well as experience with donors’ roles and regulations in order to ensure grant compliance4 Significant capacity building and training experience5 High level numeracy, budgeting, financial reporting and IT skills6 Works effectively with others in a team situation to achieve fundraising targets7 Organisational awareness – understanding how to get what information and who to keep informed8 Excellent research skills -knowledge of bow to find new sources of funding for advocacy work9 Good communication skills – both written and verbal experience of writing proposals and reports10 Experience of capacity building non-funding staff in all aspects of funding and contract compliance & able to facilitate training sessions11 Ability to represent Oxfam to donors and external institutions, good networking skills12 Influencing skills and tenacityGood administrative skills and ability to follow departmental procedures13 Experience with project cycle management (planning, monitoring, reporting, evaluation, learning)15 Fluency in written and spoken English16 Knowledge of NGO . programming in development/campaigning and if possible emergencies17 Knowledge or experience of Oxfam’s and civil society programme work an advantage.18 Regular travel within Nigeria/Ghana is compulsary and to Head Offices OGB in UK and ON in The Hague may be required.19 The Salary will be paid in Naira.Qualified candidate should submit their CV and cover note to
