Discipline as a term is derived from the Latin word ‘‘Discipline means to hold or control’’. Discipline is training that develops self, control or orderliness and efficiency. It is the stick control to enforce obedience. It is the act or process of punishing or correcting.
Sterling and Douglas see as a state of orderliness in which employees make a commitment in order that it might achieve its objectives. William R. Spiegel and Edward Schultz, defined discipline as the force that prompts an individual or a group to observe rules, regulations and procedures that are deemed necessary to the attainment of objectives.
Aniagolu (2000), citing Osuala defined discipline as orderliness or the opposite of confusion. She went further to say that, discipline is needed both in the office and on the site. No meaningful work can be done if there is no discipline.
In the views of Obikoya (1996), discipline is the state of employee’s self-control and orderly conduct present within an organization. Disciplinary action occurs when standards are maintained by involving a penalty against an employee who fail to meet them. Discipline should be approached from the view point of correction, training, because it is through that, it can be more effective.
Members in an organization need to respect the rules and regulations that govern the organization. This will foster order and control hence improves the peace and unity in the organization. Without discipline, enforcement of organization’s standard becomes difficult. Staff discipline deals with the level to which the employees of an organization are able to conform, and submit themselves to the rules and regulations and governing their conduct in the workplace. According to Onah (2003), staff discipline measures how much these employees are willing to submit themselves to the rules and allow their action and conduct as employees to be guided by them.

STAFF CONTROL
Onah (2003), Citing koontz et al (1980), conceptualized control in terms of measurement and correction of performance activities in order to ensure that enterprise objectives and plans devised to attain them are being accomplished. Ile (1999) sees controlling as means of ensuring that the performance in the organization takes place in accordance with planned performance. It is measuring and correcting the activities of the subordinates so as to ensure that events conform to plans. It checks and monitors performance against goals and plan and shows where negative deviations exist by putting in motion actions to correct deviations, helps assure accomplishment of plans.
Obruchejiru (1990), sees it as the regulation of work activities in accordance with predetermined plans so as to ensure accomplishment of organization’s objectives. Staff discipline is employee-centered while staff control is organization-centered. It defines the power and authority of the organization to direct, order or restrain the activities and conduct of its employees with a view to ensuring it’s conformity with the organizational plans and objectives, Onah (2003).
Control generally represents organization’s effort to ensure employee compliance with standards, after establishing behaviour standards and plans.
