MSH is seeking candidates for an upcoming DFID-funded integrated health program in Nigeria. The project will work to increase the number of female health workers in training, and serving health facilities and rural communities in five Northern Nigerian states (Kano, Katsina, Jigawa, Yobe and Zamfara).
The Service Provider will set up and manage the Women for Women Health Initiative (W4H) project to deliver the specified outputs through providing technical and advisory input, being responsible for day-to-day management and overseeing the implementation of the project in the five Northern Nigerian states. This position is contingent upon MSH winning the project award.
OVERALL RESPONSIBILITIES:
The Finance & Administration Manager provides oversight to all financial and administrative/operations matters, directly supervising operations staff and related functions. S/he also prepares financial and other reports and develops, maintains and monitors budget details. S/he manages project support staff and participates in preparation for, and completion of, the semiannual/annual reports and the annual performance review process. The Manager trains staff ensuring compliance with standard operating procedures (SOPs) in the areas of finance and accounting, human resources, procurement and operations and acts as signatory authority for project expenses. The administrative duties of this position will include overseeing human resources, security, travel and transportation, IT and communication, general procurement, and the upkeep of office space and equipment. The Director F&A safeguards the assets (financial and physical) of MSH and its donors against fraud, loss or misuse. The ideal candidate will have technical expertise and prior experience in one or more of the key project results areas. Proven senior technical leadership experience desirable.
SPECIFIC RESPONSIBILITIES
1.Serves as principal financial and administrative liaison between the Project and MSH headquarters. Establishes and implements fiscal controls and reporting systems to track and monitor funds accurately and control disbursements so that resources are correctly directed to their intended use for technical support activities.
2.Based on MSH and DFID regulations and operational policies and procedures, implements appropriate standard operating procedures (SOPs) in the areas of finance and accounting, human resources, and operations. Trains staff in office SOPs and ensures compliance.
3.Coordinates with program, finance, and administration staff to ensure systems are in place to support activities including logistics, procurement, ICT, security, administration, and HR.
4.Develops and monitors the Project’s budget and complies with all required financial reporting according to donor requirements. Maintains accurate expenditure and cash flow projections.
5.Lead and oversee annual budget preparation, including oversight of the costing of the work plan and its integration with the approved budget.
6.Acts as fiduciary responsibility, safeguarding DFID and MSH assets. Act as signatory authority for Project expenses.
7.Supervises F&A staff. Supervisory responsibilities include but are not limited to: meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting performance plan, review and development; communicating, implementing and assuring adherence to Project policies, guidelines and values; developing staff skills and knowledge; approving timesheets; and facilitating supervisee success whenever possible.
8.Performs other duties as assigned.
QUALIFICATIONS:
1.Master’s degree in Business Administration, Finance, Commerce or related field.
2.Minimum of 6 years of experience managing DFID/USG projects on a similar scale and complexity.
3.Experience managing grants, contracts, and subcontracts strongly preferred.
4.Administrative Project management experience and training in international settings.
5.Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management and procurement, among other management support areas/functions, as required.
6.Strong MS Office skills, including Excel.
7.Written and spoken fluency in English and Native Languages of afore mentioned regions.
8.Willingness to travel within Nigeria as needed.
