MSH is seeking candidates for an upcoming DFID-funded integrated health program in Nigeria. The project will work to increase the number of female health workers in training, and serving health facilities and rural communities in five Northern Nigerian states (Kano, Katsina, Jigawa, Yobe and Zamfara).
The Service Provider will set up and manage the Women for Women Health Initiative (W4H) project to deliver the specified outputs through providing technical and advisory input, being responsible for day-to-day management and overseeing the implementation of the project in the five Northern Nigerian states. This position is contingent upon MSH winning the project award.
OVERALL RESPONSIBILITIES:
The Human Resources for Health (HRH) Specialist will have the overall responsibility to assist the Ministry of Health (MoH) in the implementation of long-term HRH Strategic Plan and Policy. S/he will achieve this through providing technical assistance to the MoH in human resources management (HRM), human resources development (HRD), and human resources information systems (HRIS); provide support to the community health desk in the roll out of the community health worker strategy; supporting professional bodies in regulation by establishing the licensing system for public and private sector; developing capacity building on leadership and management at all levels (sectors, districts and central level), and working towards program development for all cadres of health workers.
SPECIFIC RESPONSIBILTIES
1.Support the dissemination and, implementation of the new MoH HRH Strategic Plan. Assist the various entities across the health system in developing their strategic and operational plans within the umbrella of the HRH Strategic Plan.
2.Provide research, analysis, and writing in support of various HRH activities including workforce planning, productivity studies, and costing.
3.Provide technical assistance to the Ministry of Health in the areas of HR Management (HRM), HR Development (HRD), and HR Information Systems (HRIS).
4.In conjunction with monitoring and evaluation (M&E) staff, develop an M&E Plan in conjunction with the HRH Strategic Plan 5.In conjunction with the OCD Specialist, assist professional bodies in licensing, defining norms and standards of licensing, and defining scopes and standards of practice for all professional cadres.
6.Support the development of career paths for various cadres of health workers.
7.In the context of facility-based performance management, strengthen individual performance management systems.
8.Assist MoH and districts in developing HR operational policies and procedures.
9.Support the MoH in conducting employee satisfaction assessments.
10.Organize and facilitate workshops.
11.Provide regular and ad hoc reports, as requested.
QUALIFICATIONS:
•Master’s Degree in Public health with relevant experience in Leadership Management, Education or Organizational Management.
•Experience of more than 2 years in training and capacity building, especially in the health sector •Experience with implementing training systems and programs will be an added advantage.
•Advocacy with state governments, local communities, and religious leaders.
•Excellent report writing, presentation and communication skills, and teamwork abilities •Proficiency with software applications including MS Office Suite application and statistical packages •Written and spoken fluency in English and Native Languages of afore mentioned regions.
•Willingness to travel within Nigeria required.
