NATIONAL PROFESSIONAL PROGRAMME PERSONNEL - REPRODUCTIVE HEALTH (NPPP, RH) at United Nations Population Fund (UNFPA

<BODY readability="0">BackgroundThe United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is recruiting personnel  for the following position:Duties and ResponsibilitiesUnder the general supervision of the  UNFPA Representative and the direct supervision of the Programme Coordinator, Kaduna  the  NPPP, (Reproductive Health) will provide substantive inputs to programme formulation, monitoring and evaluation, joint programming initiatives and,  development frameworks in Sokoto and Kebbi States under the Kaduna Sub-Office.  S/he will provide oversight of programme implementation; guide and facilitate the delivery of UNFPA’s programmes; and, ensures the appropriate application of the tools, available guidelines and procedures for  reproductive health and rights. S/he will undertake the following duties:    In collaboration with State Government counterparts, NGOs and other partners, contributes substantively to integrate reproductive health and rights dimensions in UNFPA programming, monitoring and evaluation and ensure that  reproductive health and rights  issues are  taken into account in addressing population issues. Provides technical assistance in Sokoto and Kebbi States within the framework of agreed work plans for successful implementation of the reproductive health and rights component of the UNFPA Country Programme. Help to create and document knowledge about current and emerging reproductive health and rights issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and disseminate to relevant team members for use in knowledge sharing and planning future strategies. Assist in advocacy and resource mobilization efforts of the Decentralized Office by preparing relevant documentation, i.e. project summaries, conference papers, donor profiles and participating in donor meetings and public information events. Create and deliver effective evidence-based advocacy messages to promote UNFPA’s programme goals taking into account political and social sensitivities Mobilize government counterpart obligations and explore opportunities for additional resources in support of  reproductive health and rights initiatives in Sokoto and Kebbi States. Promote UNFPA visibility in Sokoto and Kebbi States. Analyze and interpret the political, social and economic environment relevant to population and development, reproductive health and gender and identify opportunities for UNFPA assistance and intervention. Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks. Monitor the reproduce health and rights content of the  UNFPA Country Programme, ensuring that it is in line with the National Strategic Framework and State developmentpolicies and plans for the effective and efficient provision of reproductive health  services. Collaborate with relevant stakeholders (Governments, NGOs and CBOs) in the design of materials pertaining to reproductive health, adolescent reproductive health, IEC/BCC advocacy in support of the implementation of reproductive health  programme. Undertake advocacy activities with policy makers at all levels to ensure sustained support for utilization of reproductive health services. Perform any other duties as may be assigned by UNFPA  Representative and/or  Programme Coordinator of the Kaduna Sub-Office. Nigeria: Migration Data Expert to be seconded to the National Population Commission (NPopC)

Under the overall supervision of the Chief of Mission (CoM) in Nigeria , and direct supervision of the Program Officer for Data and Policy and in collaboration with the Regional Office (RO) in Dakar and Department of Migration Management at Headquarters (HQs), the successful candidate will be responsible for oversight, co-ordination and implementation of the capacity building initiatives of the European Union funded project “Promoting Better Management of Migration in Nigeria”, with special focus on NPopC as a key project partner. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its developmental potential. The specific objectives are to improve the governance of migration through the use of evidence-based instruments, strengthen national capacity to manage organized labour migration and mobilize diaspora for national development and to strengthen national capacity to deter irregular migration. The secondment of Migration Data Expert to the NPopC is expected to reinforce the capacity of NPopC to generate and manage migration data efficiently, thereby contributing to the achievement of the project’s overall objective.

S/he works closely with programme, Administrative and/Finance staff, performing administrative duties, managing confidential files and coordinating briefing materials and arranging the agenda of the Representative.The personnel Assistant to the Resident Representative will:Arranges appointments and maintains the RRs Agenda, receives high ranking visitors places and screens  telephone calls and answers queries with discretion, Receives screens and route correspondence, attaches  necessary background information and maintains a follow-up system with Units as requested. Assists in the dissemination of information, acting as contact point with other Agencies Drafts routine correspondence some of a highly confidential nature, on a variety of subjects ensuring that spelling, punctuation and formal are correct for signature of the Resident Representative. Arranges meetings with nigh-ranking offices and organizes the logistics of official exceptions given by the Head of Office. Maintains a database of addresses, phone and fax numbers of Government Official NGOs and the Diplomatic Corps. Prepares briefing materials for use at meetings and official missions or special trips. Receives screens and routes, correspondence, attaches necessary background information and maintain follow-up Coordinates travel arrangements, liaises with the Travel and Finance Units. Proof reads and clears correspondence for conformity with established procedures and accuracy of statements before being signed by the Representative Prepare travel/Semi Travel plans for the Representatives and the CO. and forward to ARO Close and send diplomatic pouch Prepare verbal/letter announcing the Representatives mission outside and return to the duty station to UN Agencies, Diplomatic offices and Embassies Organize weekly SMT meetings and other meetings for the Representative Paticipate in Meetings as directed by the representative Prepare Rep’s daily itinerary and collate CO and zonal offices weekly planner Disseminate circulars and information flow to the Pos and the zonal offices as and when necessary Prepare monthly calendar to RC’s office indicating availability of Rep. in duty station for RC a.i Raise requisitions for the CO as and when necessary Act liaison role between the units in the office and the zonal offices Perform any other task that may be assigned by the Rep from time to time Business Acumen Implementing management systems Innovation and marketing of new approaches Client orientation Organizational awareness Job knowledge/technical expertise Integrity/Commitment to mandate Knowledge sharing/Continuous learning Valuing diversity Working in teams Conflict and self management Empowerment/Developing people/Performance management Analytical and strategic thinking Results orientation/Commitment to excellence Appropriate and transparent decision making Be a Nigerian national (male or Female) Possess University degree in Secretarial Administration or in other related filed preferred Possess a minimum of 6-8 years or more of related work experience preferably in public or  private sector  organization Have an excellent organizational and time management skills Have the ability to establish and maintain harmonious relationships with colleagues and other bilateral partners Have the ability to perform well under pressure and flexibility in handling  unexpected work assignments as and when necessary Be excellence minded and have the ability to work in team and a multi cultural environment Possess good writing  and communication skills Have good working  knowledge of MS Office applications All applications should include functional e-mail addresses and mobile phone letter of application and detailed curriculum vitae (CV), attached as one file in MS Word  format only.

S/he coordinates procurement activities and processes in accordance with the organization s mandate, financial rules and regulation and procurement procedures of the UNPFA. The contracting activities encompass procurement, contracting, and contract management of institutional goods and services suppliers for UNFPA s programs and for external clients, which include, Developing Country Governments, donors. NGOs, and other UN organizations as well as internal customers.   Contract Management Assist the Office Manger, contracts in the management of long-term agreements in accordance with UNFPA rules and regulation, procedures, including: Review accuracy and completeness of specifications for good/services to be contracted: Undertake market research to include all potential good/services providers; Prepare and issue Requests for Quotations and Invitation to Bids; Evaluate quotations/offers and recommend suppliers as appropriate; Prepare submission/recommendation to the CAP and CRC if applicable: Develop and draft contracts for clearance by Programme Specialists / Operations Manager and obtain approval from the Representative; Support in the issuing of contracts; Follow up on performance (details below); Maintain an accurate and updated list of all UNFPA long-term agreements with dates of renewals. Liaise with internal customers and suppliers; Investigate and follow up on any contractual related problem/inquiry to ensure suppliers adequate performance and customers satisfaction. Monitor the performance of L T A suppliers in reference to established Key Performance Indicators. Provide prompt responses to follow up on any query submitted by other UNFPA departments and/or clients whether directly involved or not.Procurement Tools Management: Coordinate and administer the information flow related to products and services available through Long Term Agreement, including prices, terms and conditions, validity of contracts and technical as well as logistical information in electronic form that may be available in the office or for other relevant parties as required. Monitor and maintain the UNFPA Nigeria internet site, making sure all information is up to date. Liaise and coordinate with corresponding responsible branches in OMS in reference to technical developments and enhancements to provide informative and accurate content.Supply Management: Undertake market research in order to evaluate potential new suppliers. Update new suppliers in the Field Office list of Approved suppliers. Advice new suppliers as to registration requirements and procedures. Register new suppliers in the ERP system. Keep abreast of market trends and developments in purchasing related field. Maintain an accurate and active supplier database in support of UNFPA procurement requirements. Liaise with other United Nations agencies to obtain information of existing Long Term Agreements and contracts to be able to utilize them in reference to UNFPA requirements. Coordinate and administer the flow of vendor information in the ERP system and the United Nations Global Market Place (UNGM), including evaluation of supplier registrations in accordance with established criteria Qualification & Experience I)    The ideal candidate should Be a Nigerian national (Male or Female). II)   Possess University degree in Business Administration and/or speciality in Procurement and logistics or related field preferred. III)  Possess a minimum of 8 years of related work experience preferably in an international, customer focused organization IV)   Have knowledge of reproductive health related commodities and medical terminology, an asset V)    Have knowledge of legal and operational aspects of contract management useful VI)   Have experience in intemational procurement and logistics management is desirable VII)  Have the ability to analyze and utilize complicated data VIII) Have an excellent organizational and time management skills IX)   Have the ability to establish and maintain harmonious relationships with customers, suppliers and colleagues X)    Have the ability to perform well under pressure and flexibility in handling unexpected work assignments as and when necessary XI)   Be service minded and have the ability to work in team XI Possess good writing and communication skills.
