NATIONAL PROFESSIONAL PROGRAMME PERSONNEL - REPRODUCTIVE HEALTH (NPPP, RH) at United Nations Population Fund (UNFPA

<BODY readability="0">BackgroundThe United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is recruiting personnel  for the following position:Duties and ResponsibilitiesUnder the general supervision of the  UNFPA Representative and the direct supervision of the Programme Coordinator, Kaduna  the  NPPP, (Reproductive Health) will provide substantive inputs to programme formulation, monitoring and evaluation, joint programming initiatives and,  development frameworks in Sokoto and Kebbi States under the Kaduna Sub-Office.  S/he will provide oversight of programme implementation; guide and facilitate the delivery of UNFPA’s programmes; and, ensures the appropriate application of the tools, available guidelines and procedures for  reproductive health and rights. S/he will undertake the following duties:    In collaboration with State Government counterparts, NGOs and other partners, contributes substantively to integrate reproductive health and rights dimensions in UNFPA programming, monitoring and evaluation and ensure that  reproductive health and rights  issues are  taken into account in addressing population issues. Provides technical assistance in Sokoto and Kebbi States within the framework of agreed work plans for successful implementation of the reproductive health and rights component of the UNFPA Country Programme. Help to create and document knowledge about current and emerging reproductive health and rights issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and disseminate to relevant team members for use in knowledge sharing and planning future strategies. Assist in advocacy and resource mobilization efforts of the Decentralized Office by preparing relevant documentation, i.e. project summaries, conference papers, donor profiles and participating in donor meetings and public information events. Create and deliver effective evidence-based advocacy messages to promote UNFPA’s programme goals taking into account political and social sensitivities Mobilize government counterpart obligations and explore opportunities for additional resources in support of  reproductive health and rights initiatives in Sokoto and Kebbi States. Promote UNFPA visibility in Sokoto and Kebbi States. Analyze and interpret the political, social and economic environment relevant to population and development, reproductive health and gender and identify opportunities for UNFPA assistance and intervention. Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks. Monitor the reproduce health and rights content of the  UNFPA Country Programme, ensuring that it is in line with the National Strategic Framework and State developmentpolicies and plans for the effective and efficient provision of reproductive health  services. Collaborate with relevant stakeholders (Governments, NGOs and CBOs) in the design of materials pertaining to reproductive health, adolescent reproductive health, IEC/BCC advocacy in support of the implementation of reproductive health  programme. Undertake advocacy activities with policy makers at all levels to ensure sustained support for utilization of reproductive health services. Perform any other duties as may be assigned by UNFPA  Representative and/or  Programme Coordinator of the Kaduna Sub-Office. Its activities contribute to the overall objective of the United Nations to reduce poverty and promote sustainable development within the context and the challenges of a rapidly urbanising world.By working at all levels and with all relevant stakeholders and partners, UN-HABITAT contributes to linking operational activities to policy development and capacity-building with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies, and countries’ policies and programmes in human settlements in conformity with international practices and covenants.The Governing Council of UN-HABITAT, a subsidiary body of the General Assembly, reports to the General Assembly through the Economic and Social Council (ECOSOC) and provides overall policy guidance, direction and supervision to UN-HABITAT. The objectives, functions and responsibilities of the Governing Council are set out in General Assembly resolution 32/162 and in paragraph 222 of the Habitat Agenda.The Federal Government of Nigeria, in cooperation with the United Nations Human settlements Programme (UN-HABITAT) has established a Country Office in Abuja, Nigeria. The Habitat Programme Support Office- Nigeria (UN-HAPSO) became operational in October 2003. The Office has been established to promote cooperation with Nigeria towards achieving the goals of the Habitat Agenda of “Adequate Shelter for All” and “Sustainable Human Settlements Development in an Urbanising World”. It assists Nigeria to work towards achieving the Millennium Development Goals on poverty alleviation and slum upgrading. The Office is part of the Regional Office for Africa (ROAf) of the UN-HABITAT and shall fall under the direct supervision of the Senior Human Settlements Officer (SHSO) of ROAf.Duties and Responsibilities Under the overall guidance of the UNDP Resident Representative and the UN-HABITAT Regional Office, the UN-Habitat Programme Manager (HPM) is responsible for the following tasks:UN-HABITAT Representation: participation in UN country activities and other coordinated initiativesActive participation in the UNDP country activities, and UN common strategic planning through his/her active involvement in the UNDAF, CCA/CCF, PRSP, CAPProvide management leadership and be responsible for the day-to-day running of the UN HAPSO in NigeriaGlobal Campaigns/Global Programmes In-country liaison officer for UN-HABITAT, particularly with reference to the implementation of the Habitat Agenda, advocacy of the norms and principles of the Global Campaigns for Sustainable Urbanization and implementation of global programmes.Project and Programme identification and monitoring Supporting the Regional Office with identification of Programmes or Projects related to the urban sector, urban governance and urban management, shelter, slum upgrading, rural-urban linkages and local economic development. Preparing briefing and concept notes. Contributing to project development, negotiation and implementation.Supervision and Evaluation The HPM is accountable to the Director of the Regional Office for Africa of UN-Habitat. Direct supervision is provided by: frequent telephone and e-mail contacts and regular missions to the country by the Senior Human Settlements Officer SHSO of the Regional Office for Africa, to review the work performed by the HPM by direct meetings and through; frequent coordination/planning meetings at Regional Office or Headquarters as needed review of the HPM’s work through his/her quarterly reports; consultation of the national counterparts about the HPM’s work, tracking progress through work-plan and tripartite evaluations (when available); and, the UN Performance Appraisal System (PAS)An annual evaluation is undertaken for all HPM’s to assess their performance and consider their possible contract extension. This evaluation is under the responsibility of the Regional Office.Note: The HPM should not undertake action related to finance and administrative task for backstopping in country project. This responsibility is under Senior HSO in close collaboration with the PMO of the Regional Office.Required competencies and qualificationsEducationAdvanced University Degree in Urban and Regional Planning, Engineering (including Urban/Municipal engineering), and Architecture or a related Social Sciences field including geography, environmental science, and public and/or business administration; or a first university degree with a relevant combination of professional and academic qualifications.Work ExperienceMinimum of 5 years of recent and relevant experience in his/her country on human settlements issues with direct, recent experience in the formulation and implementation of human settlements programmes and projects. Knowledge of procedures related to technical cooperation, programme/project identification/formulation/appraisal/implementation and evaluation and of programme management. Knowledge of administrative work will be an additional asset. Capacity to understand policy approaches and strategic plans for the implementation of human settlements programmes, and flexibility in their implementation under changing circumstances.Ability to work with high degree of responsibility – in a flexible and independent manner – and often under pressure. Knowledge of administrative work will be an additional asset. Familiarity with the UNSystem is an advantage.LanguageEnglish and French are the working languages for the UN Secretariat. For this position, proficiency in written and spoken English is a requirement. Knowledge of French is an asset.Other skillsThe individual should be conversant with UN-Habitat activities; able to understand policy approaches and strategic plans for the implementation of human settlements programmes. Liaise with internal customers and suppliers; Investigate and follow up on any contractual related problem/inquiry to ensure suppliers adequate performance and customers satisfaction. Monitor the performance of L T A suppliers in reference to established Key Performance Indicators. DATE OF ENTRY ON DUTY: 1 May 2011 CATEGORY AND LEVEL: GL3DUTIES AND RESPONSIBILITIES The driver/ clerk position in the office fall under direct supervision of the administrative officer/ assistant. He/she will be responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the organisation. He/She is required to follow strict instructions and security guidance provided by !he supervisor. In addition, the incumbent is also required to perform assigned clerical/ maintenance tasks. The specific functions include: Drive UNHCR vehicles for various official mission, courier services and for other official assignments; as and when transport service is provided to officials passengers (almost always UNHCR/ UN officials or otherwise authorized persons by the Administrative Officer). it is the incumbents responsibility to ensure that the passengers follow the standard security measures during the journey; Provide assistance to the UNHCRJUN staff at the immigration and entry/exit points to the country; it involves providing guidance in customs clearance and assisting in immigration formalities; Be responsible for UNHCR courier/ pouch service and other errands that maybe required within the administration of the office; Ensure that all UNHCR vehicles are road worthy and are maintained up to be established security standards; in case a vehicle(s) is not up to standard, he/she should bring it to the immediate attention of the Office administration; Be responsible for the vehicle log book: it requires that the incumbent record/ register all travel and during assignments as per established record (log) book. Failure to ha\’e an up to date and accurate log book is considered as violation of driving code of the office;EDUCATION AND SKILLS: Completion of the Secondary Education With fluency in the reading, writing and comprehension of the local language(s). Valid national driving license with a minimum of 4 years accident free experience in motor car and 4 wheels drive vehicles for an International organisation or a reputed government/ private establishment Sound knowledge in motor car maintenance and routine mechanical repairs. Practical knowledge of UNHCR, its functions and responsibilities. Proven ability to deal with multiple tasks in a courteous and service oriented manner in demanding working conditions. Gas) Sector. It focuses on capacity-building through training of the management and technical staff of PHCN in Nigeria. The project seeks applications from Suitably qualified candidates to fill the position as described below:Post Title: Training & workshop Coordination ConsultantVacancy Code: UNOPS/2010/ AFO/NGOA/001 Duty Station: Abuja, NigeriaBackgroung In Nigeria, UNOPS Country Programme is supporting the implementation of the twinning programme in the Oil and Gas Sector which aims at strengthening the training and capacity building support to relevant Government Institution(s) and targeted companies to upgrade their knowledge and be exposed to best practices in other countries with similar energy context as Nigeria. The programme, supported through the World Bank funding, will be implemented with selected participants from the power companies/institutions and be exposed to best practices experience in the field of Power Generation, Transmission, and Distribution. In addition to the twinning programme, series of in-country knowledge sharing  workshops would be organized to increase the pool of expertise to manage the various segments under which training was provided to the selected participants. The workshop would allow the participants who have completed the training show case a project/work plan for deploying their gained experience and lesson learnt within the scope of their individual responsibilities within their companies. In its drive to implement this project, UNOPS wishes to recruit a Training & Workshop Consultant that will provide strategic and tactical direction in all areas of training and the organization of workshop(s) in the related areas as may be necessary. This position is responsible for the planning, organization, coordination and monitoring of the in country workshops with NAPTIN and other relevance institutions in the power sector.Duties and Responsibilities The Training and Workshop consultant under the direct supervision of the Programme Coordinator will support and provide programmatic inputs to the training and related workshops activities. Specifically, the consultant will undertake the following tasks: Follow up on the progress of the roll out of the training and workshop(s) activities and in collaboration with other relevant UNOPS staff; provide timely and relevant information to the relevant institutions on the project as may be required;In consultation with relevant Institutions, produce a strategic orientation document on the training communications and workshop(s) programmes;Organize, coordinate and manage workshop activities, including development of workshop materials and agenda in consultation with workshop facilitators and relevant institutions;Ensure performance planning, monitoring and appraisal of the effectiveness of the Workshop including submission of situational reports;Communication with the relevant government institution in the sector to ensure a coherent response to the implementation of training and workshop activities;Facilitate workshop activities, including preparation of regular situational reports on the workshop programme;Identify performance matrix, plan and conduct evaluation of workshop(s) effectiveness and action plans from the participants to address areas of opportunity;Prepare and submit reports on observations, issues arising, and recommendations from attended training and workshop programmes;Perform any other tasks assigned to her/him by the programme coordinator.Required Selection Criterion Competencies Advanced university degree in social sciences, combined with experience in participatory communication, participatory research, training and impact evaluation.At least 2 years in a corporate technical learning function in a management capacity.Track record of at least three relevant assignments (trainings or workshop consultancy and advisory services) as a reliable expert/consultant in the field of capacity building is essential;Experience conducting needs assessments and organizational surveys;Ability to build credibility at all levels within the organization;Previous experience in preparation of and delivery of training/workshops in the related fields;Excellent analytical, communication and facilitation skills as well as writing experience;Proven ability to effectively manage relationships with government officials and other programme partners;Knowledge of computer systems, internet navigation and various office applications, specifically interactive digital media;Proven ability to work as part of a team;Knowledge in the Energy and power sector will be an added advantageExcellent knowledge of English language is essential.
