Information Nigeria is not responsible for any misunderstanding.<P><STRONG>Nigerian Communications Commission in collaboration with Commonwealth Telecommunications Organisation announce the following vacant position:</STRONG></P><P><STRONG>The Commonwealth Telecommunications Organisation (CTO)</STRONG> is an international development partnership between the Commonwealth and non-Commonwealth governments, business and civil society organisations. It provides the international community with effective means to help bridge the digital divide and achieve social and economic development, by delivering to developing countries unique knowledge-sharing programmes in the use of Information and Communication Technologies (ICT) in the specific areas of Telecommunications, IT, Broadcasting and the Internet.</P><P><STRONG>Job Title:</STRONG> Research Officer – Research and Consultancy Division</P><P><STRONG>Job Description</STRONG><BR>1. Assist the R & C team in carrying out research and consultancy assignments and undertake such tasks as may be assigned in relation to projects<BR>2. Undertake research relating to ICT for Development issues such as rural connectivity, developmental impact of telecommunications, local content, use of ICTs for disaster management etc<BR>3. Communicate with CTO members and relevant bodies to seek additional information and validate research<BR>4. Keep updated the database of sources of information, funding and other support (ex. research institutions, donors, individual champions etc) and to identify opportunities in line with their priorities<BR>5. Monitor the database of consultancy opportunities and keep colleagues informed<BR>6. Assist in the preparation of expressions of interest, proposals and concept papers for research and consultancy opportunities<BR>7. Carry out tasks designed to obtain donor and private sector support for CTO initiatives<BR>8. Design and carry out capacity building programmes for CTO stakeholders<BR>9. Assist to keep updated the CTO’s Database of consultants and research partners<BR>10. Assist to keep updated the Research and Consultancy pages on the CTO website<BR>11. Carry out any other tasks that may be assigned by the CTO Management</P><P><STRONG>Academic Qualifications and Experience:</STRONG><BR>A degree in a field related to international development (Development Studies, International Relations, Political Economy, Economics, ICT for Development etc)<BR>Working experience in the field of international development would be an added advantage</P><P><STRONG>Person specifications</STRONG><BR>A keen interest in Information Communication Technologies (ICTs) and the way they impact upon socico-economic development<BR>Excellent academic record<BR>Excellent research skills<BR>Excellent oral and written communications skills<BR>Experience of writing for internal/external audiences<BR>Knowledge of key socio-economic development issues, especially the role of ICTs in development<BR>Ability to work in a multicultural environment<BR>Salary – £17,000 to £21,000 depending on Qualification and Experience</P><P><STRONG>Method of Application</STRONG><BR>All applicants must be a national of a CTO Full Member country and have the right to live and work in the United Kingdom. KEY ACCOUNTABILITIES</strong><br />Expected End Results<br />SUPPORTING ACTIVITIES (Financial& Strategy)<br />To ensure Deployment of IBS and site Sharing as per Annual Operating Plan<br />Implements approved Project Costs as it relates to IBS and Colo (Site sharing)<br />Create Project Tracking Systems and ensure continual improvements in Business Model.<br />Continuous evaluation of existing Service Level agreements, with all stakeholders to achieve positive customer experience and optimize costs<br />Operate as single point of Contact for all IBS and COLO Management.<br />Ensure areas that are controlled by Network impacts on gain in market share<br />Ensure innovative resource planning (Customer)<br />Speed of Execution of IBS Roll outs & COLO site RFI ready for all radio networks<br />Ensure that the speed to market exceeds competition and first time resolution( FTR)<br />Provide plans and Set up process of Increasing network coverage in strategic revenue generating locations<br />Determine and Manage strict timelines and quality delivery in a multi-vendor environment with Nokia Siemens Networks<br />Establish systemic process for the supervision of installation of new Network Devices with future capacity plan<br />Track Deployment and Colo Upgrades as a part of Program Management Support to Network Operations</p><p><strong>LOGISTICS AND PROJECT MANAGEMENT<br /></strong>Establish departmental process to align to PMI process for all projects and enforce strict adherence.<br />Ensure Management of CWIP( Capital work in Progress) to deliver on equipments not be obsolete in warehousing.</p><p><strong>REGULATORY AND STATUTORY COMPLIANCE</strong><br />Ensure all necessary documentation for regulatory compliance is adequate and readily available<br />Ensure all statutory permissions required for deployment have been approved and documented.</p><p><strong>PARTNER AND SUPPLY CHAIN MANAGEMENT<br /></strong>Provide support and Ensure effective process of Partner management of Service Provide and Infrastructure vendors. Establish procedure for Improving rollout and maintenance vendor and subcontractor performance to ensure regular follow-up and objective measurements.<br />Developing a win-win relationship by setting common goals and objectives.<br />Ensure and monitor timely release of site request( SR) and Service Order with Tower Company and SP<br />Provide platform for seamless sharing of sites with other Tower Company for effective and speedy deployment.<br />Review site sharing activities with the telecom vendors and ensure that all the sites are inside the rental brackets and required permitting (environmental etc) are secured in time to avoid project delays<br />Partner with Supply Chain Management Team and Validate the requests and raise the purchase of new hardware based on standards.<br />Ensure and coordinate various activities with Supply Chain Management for Warehousing & Dispatching of network element to specific locations.<br />Track and Follow-up on material delivery for the network rollout (Local & imported)</p><p><strong>3.
