The Human Resources for Health (HRH) Specialist will work with project leadership to provide expertise in health worker recruitment and retention for these project activities for this five-year, internationally funded project in Northern Nigeria. The project will serve to improve female participation in the health workforce, resulting in more women health workers, higher retainment of female health workers, and increased health worker coverage in low-coverage areas. The HRH specialist will design and implement long- and short-term retention schemes that are relevant to the Nigerian health delivery system, including strategies specifically focused on retention of health workers in rural areas. RESPONSIBILITIES:
Design and implement long- and short-term retention schemes that are relevant to the Nigerian health delivery system, including strategies specifically focused on retention of health workers in rural area
Design and implement recruitment strategies to entice job-seeking midwives to work in rural areas
Formulate cost effective and sustainable mechanisms to ensure improved regulation of health teaching facilities and providers in Nigeria.
Enhance staff management and leadership development and strength the link to pre-service training
Support the overall management process related to improving HRH management at decentralized levels.
Contribute to the development and on-going use of a project monitoring and evaluation plan, including indicators linked to results that meet all reporting requirements.
Provide appropriate, timely, and accurate monitoring and evaluation of project activities and outcomes, and complete and submit project reports to meet all donor requirements.
Meet all local financial obligations, monitor and track expenditures, and prepare regular financial reports for submission.
Maintain good working relationships with partners and subcontractors.
REQUIRED QUALIFICATIONS:
Advance public health degree; clinical degree preferred
At least 7 years of senior-level management experience of complex health programs
At least 5 years of experience in human resources for health programs in Nigeria
Excellent interpersonal, writing and oral presentation skills
Familiarity with human resources for health concepts and interventions
Experience and understanding of the national Midwives Service Scheme (MSS)
Familiarity with the Nigerian health system and national health worker standards
Willingness to travel within Northern Nigeria
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Fluent in written and spoken English
Nigerian nationals preferred
