Programme Summary
This is proposed, five-year, internationally funded human resources for health project in northern Nigeria. The programme will serve to radically increase female participation in the health workforce, resulting in more women health workers, higher retention of female health workers, and increased health worker coverage in low-coverage areas, across five states on northern Nigeria: Kano, Katsina, Jigawa, Yobe and Zamfara.
Field Deputy Team Leader, Kano
The Field Deputy Team Leader will drive delivery of programmatic results and programme and institutional coordination across the five states: Kano, Katsina, Jigawa, Yobe and Zamfara. We are seeking a strong regional manager with excellent communication skills and substantial depth of experience and connections with the health sector in northern Nigeria; in these states in particular. The successful candidate will be qualified and experienced in a relevant area (such as human resources for health, health systems strengthening, professional health education, maternal health, midwifery, research, M&E), and have an excellent programme management track record. The successful candidate will be based in Kano and will travel frequently to the other northern Sates of concern.
Qualifications
? Advanced degree in public health or another relevant field ? At least ten years experience managing large donor-funded projects, at least five at a senior level, and in the design and implementation of health initiatives ? Strong track record in organizing resources and establishing priorities ? Excellent interpersonal, writing and oral presentation skills ? In depth knowledge of Nigeria’s health system, including the national Midwives Service Scheme (MSS) ? Willingness to live and travel within northern Nigeria ? Excellent written and spoken English
Research and M&E Expertise
We are seeking high caliber research and M&E expertise for positions in this programme. Experience in health systems analysis and research is required, and economics, organization and institutional development and policy expertise is welcome.
Qualifications
? Advanced degree in public health or a relevant field ? Research and M&E expertise and track record ? At least ten years’ experience in a research and / or M&E role and significant experience of health initiatives ? In depth knowledge of Nigeria’s health systems ? Willingness to travel within Northern Nigeria ? Excellent written and spoken English
State Coordinators: Katsina, Jigawa and Yobe
State Coordinators will be based in satellite offices and will take responsibility for project deliverables in their State. We are seeking State Coordinators for: Katsina, Jigawa and Yobe. The State Coordinators will ensure timely and cost-effective project implementation and reporting of activity results. They will be responsible for managing relationships with partner institutions and liaising with the project’s technical expertise.
Key Responsibilities
? Provide leadership and strategic direction at the state level in all areas to ensure the project’s technical and financial integrity and to achieve project goals, objectives and targets. ? Liaise with the central office in Abuja to ensure consistent implementation as per the project’s goals, objectives, and work plan. ? Work with the central team to implement activities and ensure that the project is technically sound, evidence-based and responsive to the needs of the country, its people and donors. ? Develop and maintain excellent relationships with partners and institutions in the state. ? Work collaboratively with other project team members to ensure that necessary project planning, development, resource availability and management activities function smoothly and efficiently. ? Work with the central team to ensure high-quality implementation, consistent with Nigeria’s national health guidelines. ? Draft, edit and proofread technical materials and reports of project activities and results for the donor, including progress and annual reports. ? Promote and support the dissemination of project information among the project team. ? Work with the central team to develop/modify work plan including budgets with technical specialists and F&A Manager. ? Work with project and financial staff to prepare and track progress of project and activity budgets. ? Maintain productive and consistent communication with project and technical staff. ? Work with M&E staff to develop M&E framework and track data/results. ? Work collaboratively with project and headquarters staff to assure proper financial projections, reporting, spending and compliance with project terms and conditions.
Qualifications
? Advanced degree in public health or a related field ? At least five years of experience in managing donor-funded projects and in the design and implementation of health projects ? Skill in organizing resources and establishing priorities ? Excellent interpersonal, writing and oral presentation skills ? Knowledge of Nigeria’s health systems, including the national Midwives Service Scheme (MSS) ? Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform ? The ability to foster team work and to work as a team member. ? Willingness to live and travel within Northern Nigeria ? Fluent in written and spoken English ? Nigerian nationals preferred
