It does so by providing services and advice to governments and migrants.</P><P>Context:</P><P>Under the overall supervision of the Chief of Mission (CoM) in Nigeria , and direct supervision of the Program Officer for Migration Data and Policy and in collaboration with the Regional Office (RO) in Dakar and Department of Migration Management at Headquarters (HQs), the successful candidate will be responsible for oversight, co-ordination and implementation of the capacity building initiatives of the European Union funded project “Promoting Better Management of Migration in Nigeria”, with special focus on NNVS as a key IOM partner. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its developmental potential. The specific objectives are to improve the governance of migration through the use of evidence-based instruments, strengthen national capacity to manage organized labour migration and mobilize diaspora for national development and to strengthen national capacity to deter irregular migration. The secondment of Diaspora Mobilization Expert to the NNVS is expected to reinforce the capacity of NNVS to mobilize diaspora members for the development of Nigeria, thereby contributing to the achievement of the project’s overall objective.</P><P>Objective:</P><P>The overall objective of the expertise is to strengthen the capacity of NNVS to mobilize Nigerians in the diaspora, ensuring quality in the design and implementation of project activities under the implementation phase of the EU-funded “Promoting Better Management of Migration in Nigeria’’, and supervising activities of the project with respect to diaspora mobilization and other related activities in NNVS.</P><P>Core functions / responsibilities:</P>Identify needs and possibilities for organizational development at the NNVS and support the management in fulfilling the mandate of the NNVS Conceptualize and develop with the NNVS staff a diaspora information portal which will be robust, capturing relevant information and serving as a single window of information for diaspora members Design and carry out capacity building (CB) activities of the project, focusing on NNVS and ensuring that IOM standards and operating modalities are met when activities are implemented Compile information on all diaspora-related issues, such as a repertory of investment projects by diaspora, directory of existing temporary return programmes for qualified diaspora members through active networking and building a working relationship with a wide variety of partners Actively contribute to the design, implementation and monitoring of all project activities, with specific attention to all such activities that relate to Diaspora Mobilization, also when implemented under other project components Create functional avenues of communication with diaspora organizations and representatives, and through a participatory approach engage them in the design of project activities Establish a working relationship for the NNVS and IOM as an implementing partner with the Nigerian Embassies and/or consulates for information sharing, planning on international aspects of the activities and other relevant matters such as training of consular officers on diaspora issues Proactively contribute to visibility of the project and its activities, with particular focus on communication related to diaspora issues, including diaspora policy Carry out research activities into diaspora policy experiences in other countries, develop ways to promote evidence-based discussion in Nigeria on diaspora policy and design an advocacy methodology with the relevant stakeholders aiming for the formulation and adoption of a diaspora policy Support trainings and zonal assessments, as well as further project/activity development of the main partners of the project, particularly NNVS Act as a resource person for coordination issues between the NNVS and other partners especially in issues relating to diaspora matters12. Experience with diasporas in Africa will be an advantage; c) a good track record of work with the Government of Nigeria and international organizations is preferred; d) excellent drafting and reporting ability; e) understanding of qualitative and quantitative approach in social science research; f) knowledge of statistical methods and migration data sources at regional and international levels; g) confident use of statistical analysis software and social research methods.</P><P>Language:</P><P>Fluent spoken and written English. Ability to speak and write in one or more Nigerian language will be an advantage. Community Mobilization Officer, Malaria Prevention in MPN-Supplier Communities (MAPS-C) Project

<P>Community Mobilization Officer, Malaria Prevention in MPN-Supplier Communities (MAPS-C) Project</P><P>Africare, a US-based NGO established in 1970, has been working in Nigeria since 1978 and is currently operating National level and community-based development projects in 21 African countries. Africare has long standing experience in the design and delivery of technical, training, material and financial assistance to self-help efforts in the fields of health/HIV-AIDS, food security, natural resource management, water resource development, micro-enterprise, civil society strengthening and good governance. Health programs are important to Africare's work in virtually all countries where it operates and constitute about one-quarter of Africare’s overall development assistance effort. In Nigeria, Africare has its main offices in Abuja and Lagos and field offices in Port Harcourt and Asaba and Uyo, with smaller satellite offices in Bayelsa and Cross Rivers State.</P><P>Africare’s newest project in Nigeria addresses malaria, prevention, treatment and support in two Niger Delta states – Akwa Ibom and Rivers State. Funded by the ExxonMobil Foundation, the Malaria Prevention in MPN Supplier Communities (MAPS-C) Project has a goal of reducing the prevalence and mortality related to malaria in select communities in Akwa Ibom and Rivers States. The specific targets related to use of LLITNs, ACTs, and confirmed diagnosis are in line with those of the National Malaria Control Program (NMCP) targets from the NMCP National Strategic (2009-2013). In year one of the three year project, Africare will focus on two LGAs in Akwa Ibom State – Eket and Ibeno and will expand to two LGAs in Rivers state. The project commenced field activities in September 2011, but the grant was issued in January and the project end date is December 2013.</P><P>OVERALL RESPONSIBILITIES</P><P>The MAPS-C Project Officer for Social Mobilisation will work closely with primary health care facilities and community-based stakeholder groups to build greater awareness and adherence to prevention, control, and treatment approaches. Stakeholder groups include community leaders, churches, NGO/CBOs, schools, government agencies, public and private health facilities, and vendors. The Project Officer must have a broad understanding of malaria prevention and control, and must be able to effectively communicate with members of the communities served, as well as respected officials and leaders. S/He must also be able to develop effective written and visual communications materials and facilitate malaria-health discussions within group and one-on-one settings.</P><P>SPECIFIC RESPONSIBILITIES</P><P>Under the guidance and supervision of the Project Coordinator, the Project Officer for Social Mobilisation will carry out the following responsibilities:</P><P>Foster individual and community mobilization through both proven and innovative implementation of key campaign messages, including proper and consistent LLIN use and maintenance; comprehension and use of ACTs; and increased use of ANC services.</P><P>Develop and disseminate IEC messages to improve mothers' awareness of the risk of malaria during pregnancy and promote the use of IPTp during various phases of pregnancy.</P><P>Coordinate with the other MAPS-C staff, state and local government health and RBM staff to develop educational materials as well as ensure continuity in communications.</P><P>Conduct focus groups and interviews in order to establish communication messaging and platforms.</P><P>Conduct IEC/BCC activities at the health facility and community level to ensure maximum local impact and education.</P><P>Collaborate closely with the Project Coordinator and other Africare staff to ensure the documentation of communications effects on target audiences by designing all messages to track specific, measurable behaviors.</P><P>Contribute to work plans, budgets, pipelines, technical reports, and deliverables.</P><P>Perform other duties as directed by the supervisor.</P><P>QUALIFICATIONS</P><P>A Bachelors degree in Public Health Social Sciences, Mass Communications, Management, Marketing, Humanities or equivalent</P><P>At least 2 years experience in developing, implementing and reporting for community programs focused on health, including malaria and other services to women and children</P><P>Strong familiarity with communities and community health systems in Rivers state</P><P>Demonstrated ability to work with the private sector, small business owners, community groups, government agencies, civil society groups, health institutions and trade unions</P><P>Excellent organizational, verbal and written communication skills with proficiency (reading, writing, speaking and comprehension) in English</P><P>Demonstrated leadership and team management qualities including crises and conflict management and mediation</P><P>Demonstrated knowledge, understanding and experience with donor funded program accounting regulations and reporting requirements and knowledge of internal accounting controls.</P><P>High level of diplomacy skills with a strong focus on relationship building with other organizations. They will assist the National Malaria Control Partnership (NMCP) and will collaborate with and build the capacity of the State Ministry of Health and private-sector counterparts to identify, develop, implement, and monitor an array of BCC approaches to changing and maintaining behaviors in the area of malaria prevention and treatment. <P><STRONG>Essential Job Functions</STRONG></P>Foster individual and community mobilization through both proven and innovative implementation of key campaign messages, including proper and consistent LLIN use and maintenance; comprehension and use of ACTs; and increased use of ANC services.Develop and disseminate IEC messages to improve mothers' awareness of the risk of malaria during pregnancy and promote the use of IPTp during various phases of pregnancy.Coordinate with the NMCP, partners, and subcontractors to develop educational materials as well as ensure continuity in communications.Conduct focus groups and interviews in order to establish communication messaging and platforms.Conduct IEC/BCC activities at the health facility and community level to ensure maximum local impact and education.Collaborate closely with the M&E Advisor to ensure the documentation of BCC effects on target audiences by designing all messages to track specific, measurable behaviors.Contribute to work plans, budgets, pipelines, technical reports, and deliverables.Perform other duties as directed by the supervisor.<P><STRONG>Experience</STRONG></P>Minimum of a Bachelor's Degree in Public Health; Communications; Marketing; or a relevant field. <BODY readability="6"><B>Closing date: </B>30 Nov 2010<BR><B>Location: </B>Nigeria - Damaturu<BR>Damaturu (capital of North Nigeria) <P>Job Objectives: </P><P>Objective 1: To conduct a rapid socio cultural assessment in the intervention context and define a CMAM community mobilization/awareness strategy.<BR>• Assess the intervention context in identification of key informants, communication channels and best practices in awareness/mobilization activities with state and LGA stakeholders.<BR>• Define a community awareness/mobilization strategy for the CMAM integration approach in North Nigeria in collaboration with the Nutrition PM.<BR>• Define tools and methodology for the overall CMAM community awareness/mobilization strategy in the field in terms of communication with beneficiaries and communities in intervention areas (indirect or non-beneficiaries of the program). This will involve training modules for community volunteers, radio messaging, newspaper publication, etc. in accordance with assessment findings.<BR>• Ensure integration of sensitization on ACF mandate, charter, and values as a component of the strategy.<BR>• To define a guide for the CMAM community awareness/mobilization strategy and integrate the main tools and presentation documents in its implementation. The result will be a simple CMAM awareness/mobilization sensitization package to be used in the field.</P><P>Objective 2: To implement the CMAM community awareness/mobilization strategy.<BR>Community sensitization:<BR>• Plan and conduct community sensitization with key informants.<BR>• Plan and support implementation of other community sensitization activities such as radio messaging, newspaper, etc.<BR>Community volunteers:<BR>• Identify volunteer network in collaboration with local authorities and local committees that may be functional at village level. The area should be defined and covered in relation to catchment area defined for nutritional activities.<BR>• Plan and support conduction of trainings for community volunteers.<BR>• Develop ‘motivation strategy’ (caps, t-shirts, etc.) and ensure that design and order of items are finalized in timely manner in collaboration with the nutrition PM and log department.</P><P>Objective 3: To define follow-up and evaluation tools for the community strategy.<BR>• Develop and define basic tools that can allow for follow-up of community mobilization.<BR>• Collect preliminary information that will support Semi Quantitative Evaluation of Access and Coverage (SQUEAC) surveys.</P><P>Objective 4: To ensure the training of ACF teams in community communication and mobilization.<BR>• To train teams on the communication methods and application tools developed according to outputs from previous objectives.<BR>• Reporting: document the products for each project for capitalization of the approach.<BR>Qualifications: </P><P>Education / Specific Degrees / Special Skills :<BR>- Masters’ degree in Public Health, Health Promotion Sciences, Community Approach and Communication related topic or other relevant subject.
