Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Chief of Mission (CoM) in Nigeria , and direct supervision of the Program Officer for Migration Data and Policy and in collaboration with the Regional Office (RO) in Dakar and Department of Migration Management at Headquarters (HQs), the successful candidate will be responsible for oversight, co-ordination and implementation of the capacity building initiatives of the European Union funded project “Promoting Better Management of Migration in Nigeria”, with special focus on NNVS as a key IOM partner. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its developmental potential. The specific objectives are to improve the governance of migration through the use of evidence-based instruments, strengthen national capacity to manage organized labour migration and mobilize diaspora for national development and to strengthen national capacity to deter irregular migration. The secondment of Diaspora Mobilization Expert to the NNVS is expected to reinforce the capacity of NNVS to mobilize diaspora members for the development of Nigeria, thereby contributing to the achievement of the project’s overall objective.
Objective:
The overall objective of the expertise is to strengthen the capacity of NNVS to mobilize Nigerians in the diaspora, ensuring quality in the design and implementation of project activities under the implementation phase of the EU-funded “Promoting Better Management of Migration in Nigeria’’, and supervising activities of the project with respect to diaspora mobilization and other related activities in NNVS.
Core functions / responsibilities:
Identify needs and possibilities for organizational development at the NNVS and support the management in fulfilling the mandate of the NNVS Conceptualize and develop with the NNVS staff a diaspora information portal which will be robust, capturing relevant information and serving as a single window of information for diaspora members Design and carry out capacity building (CB) activities of the project, focusing on NNVS and ensuring that IOM standards and operating modalities are met when activities are implemented Compile information on all diaspora-related issues, such as a repertory of investment projects by diaspora, directory of existing temporary return programmes for qualified diaspora members through active networking and building a working relationship with a wide variety of partners Actively contribute to the design, implementation and monitoring of all project activities, with specific attention to all such activities that relate to Diaspora Mobilization, also when implemented under other project components Create functional avenues of communication with diaspora organizations and representatives, and through a participatory approach engage them in the design of project activities Establish a working relationship for the NNVS and IOM as an implementing partner with the Nigerian Embassies and/or consulates for information sharing, planning on international aspects of the activities and other relevant matters such as training of consular officers on diaspora issues Proactively contribute to visibility of the project and its activities, with particular focus on communication related to diaspora issues, including diaspora policy Carry out research activities into diaspora policy experiences in other countries, develop ways to promote evidence-based discussion in Nigeria on diaspora policy and design an advocacy methodology with the relevant stakeholders aiming for the formulation and adoption of a diaspora policy Support trainings and zonal assessments, as well as further project/activity development of the main partners of the project, particularly NNVS Act as a resource person for coordination issues between the NNVS and other partners especially in issues relating to diaspora matters12. Technical

Desirable Qualifications and Experience
a) completed advanced University degree from an accredited institution preferably in Social Sciences (Political Science, Public Administration, International Relations, Sociology) Certificates and/or diplomas of training courses and workshops related to diaspora mobilization will be an added advantage; b) minimum of two years (or four years of experience for candidates holding a first level university degree) relevant experience related to diaspora mobilization, preferably working with diaspora organizations in various countries. Experience with diasporas in Africa will be an advantage; c) a good track record of work with the Government of Nigeria and international organizations is preferred; d) excellent drafting and reporting ability; e) understanding of qualitative and quantitative approach in social science research; f) knowledge of statistical methods and migration data sources at regional and international levels; g) confident use of statistical analysis software and social research methods.
Language:
Fluent spoken and written English. Ability to speak and write in one or more Nigerian language will be an advantage. Knowledge of French an asset.
