In the context of the modernization of its Information and Control System, has deployed more than 700km of 96 optic fiber in more than 12 locations on its distribution network.
For the exploitation of its independent private network, in accordance with the law for electronic communications in Cameroon, requested from the Regulatory Authority to award a third-category license.
To award this license, the Ministry of Postes and Telecommunications ask for an audit to be conducted in order to better define the need in terms of capacity.
For this purpose, launches a tender to recruit consultants to perform this audit.
* Objectives
The objective of this tender is to recruit a consulting cabinet in telecommunications with a proven expertise in the field of Optic Fiber, in charge of analyzing optical fiber network, the needs for connectivity, the expected network's architecture, the level of services and to determine the number of strands of optic fiber, link by link necessary to the coverage of our own needs.
* Consistency of Services
Mission
The firm's mission will consist of:
- The collection and the evaluation of information about the architecture of the information system, especially the fiber optic links, the fiber optic network's architecture, the connection points, the number of strands of optic fiber per link, the expected architectures of level 2 and level3, the expected quality of services, in the short, medium and long term.
- The evaluation of needs in term of information flows to convey on the future network
- The determination in term of needs, following the 2 points above, the number of strands of fiber optic necessary in the medium and long term
- The writing of an audit report in 10 paper-copies and in numeric format addressed to us
- The presentation of the audit report to the joint committee
NB: The audit of the quality (state of the art) of the infrastructure supporting the fiber optic, of the path, of the laying and the performance of our optic fiber network is not included in the scope of this tender.
Information System
The consulting firm will review the current and future Information System related to this project. For this prupose, we will provide the following information:
- A mapping of the different sites and links to be interconnected
- The links and supports currently used
- The applications that should use the optic fiber support
- The communication flows (Transactional, Conversational, file transfers, client-server ...) between applications and sites
- Selected architecture level 2 and 3
- The expectations in term of quality of services
- The characteristics, number and localization of network equipments
- The number of users per site
On the basis of these elements, the consulting firm will:
- Draw up a dashboard summarizing all the flows identified
- Estimate the volume per application, per user and per site
- Evaluate the data rate necessary for all the applications per site
- Propose for each section the number of optic fibers to be used. This number will take into account the main links and emergency links
