Management Sciences for Health Management Sciences for Health (MSH) is a nonprofit international health organization composed of more than 2,000 people from 73 nations. Overall Responsibilities:

The Technical Director assists the Chief of Party in the leadership, management, and technical oversight of a large Orphans and Vulnerable Children (OVC) Umbrella grant project in Nigeria. The anticipated emphasis of the project is on strengthening community-level services, building capacity, increasing coordination between federal, state, LGA and community levels, and improving quality assurance and monitoring & evaluation.

The Technical Director supervises the technical advisers and leads the activities of the technical units, ensuring that they 1-support the overall project strategic approach; 2- are integrated into the monitoring and evaluation plans; and 3- coordinated at both appropriate levels throughout the government. S/he assists the COP in providing oversight and technical direction to the project and collaborates with the COP in determining the appropriateness and quality of interventions. In addition, the Technical Director collaborates with the COP to provide the technical liaison between the project and other donors and stakeholders operating in Nigeria.

The Technical Director collaborates with the COP and Monitoring and Evaluation (M&E) Advisor to establish the research operations and oversee research design, implementation, and analysis and, with the M&E Advisor, to ensure that the project maintains close adherence to work plans and meets designated milestones, deliverables, and benchmarks. S/he also provides technical guidance to sub-grantees, defining their on-going technical roles in the project, in close coordination with the COP, Director of Finance, Grants & Administration, and grants management staff. The estimated period of performance of the award is five (5) years, depending on availability of funds.

Qualifications:

1. Master's degree in public health, public administration or management, or a combination of equivalent relevant experience and education.
2. Significant experience working in the field of public health.
3. Demonstrated leadership and management skills; experience supervising senior staff.
4. Eight (8) years experience in the field of primary health care with in-depth technical knowledge of implementing HIV/AIDS and/or OVC projects. Previous West Africa experience preferred.
5. Proven experience with management and monitoring of development programs in the health arena.
6. Strong understanding of interventions in health systems strengthening and/or quality assurance.
7. Excellent conceptualization, facilitation, planning and mentoring skills.
8. Excellent leadership and management skills; experience supervising staff.
9. Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
10. Fluency in English. Proficiency in local languages helpful.
11. Willingness and ability to travel within Nigeria as needed.
