Job Objectives:
General objective:
* To evaluate the WASH context, identify needs and elaborate a WASH strategy for ACF programming as part of an integrated assessment in Northern Nigeria in Northern Nigeria.
Objectives:
1. Manage the WASH component of an integrated assessment:
- Work in close collaboration with the Assessment Team Leader to ensure adequate integration of WASH and FSL components in the assessment.
- Ensure the assessment is facilitated in a participatory and conclusive manner, involving local communities and population
- Ensure linkages and consultation with local, state and national technical government structures, national and international NGOs/actors and technical institutions are facilitated together with Assessment Team Leader.
- Assess current interventions in water and sanitation including the compilation of a “Who, what, where” for both actual and pending activities
- Determine WASH assessment methodology and field tools
- Collection/compilation of data regarding population size, composition, status, WASH coverage and water related disease incidence
- Collection of data about water resources, water infrastructure, water ministry/authorities, operation and maintenance of WASH facilities and water related practice
- Analyze the water context in terms of water resources, water infrastructure, water rights, water management, paying for water, availability of water, access to water, demand for water, utilization of water, sanitation infrastructure and hygienic practice
- Definition of WASH needs through identification of: water scarce populations/areas, populations lacking access to clean water, water infrastructure in need of repair/rehabilitation/reinforcement, weakness in local water management capacity, sanitation gaps, areas with high rates of water related disease, WASH related NFI needs
- Support recruitment, training and management of assessment team in collaboration with the Assessment Team Leader
- Ensure common and integrated reflections with the FSL and Nutrition teams
- Presenting the assessment in a report including WASH needs and gaps
2. Design of ACF WASH activities in the area
- Identification of potential implementing partners
- Definition of target groups, entry criteria and WASH standards to be respected
- Cost estimates of WASH implementation costs
- Definition of a modus operandi of how ACF WASH interventions should be carried out
- Write of the WASH component of a proposal (LFA, narrative and budget) for ACF WASH activities in the targeted area (including proposed activities, results, indicators)
- Supporting of CD with technical discussions and representation for donors and funding agencies in Nigeria
Qualifications:
Level of study/specific qualifications/technical requested:
University background, water engineer,
Previous assessment experience
Fluent English.
Good managerial and training skills
Good capacity of representing ACF
