Sustainable Water and Sanitation in Africa (SUWASA) with funding from the United States Agency for International Development (USAID), is expanding the model of the design and implementation of the urban water sector reforms of Bauchi State in Rivers State and Ebonyi State. The aim of the project is to assist the two states in creating an enabling environment for independent urban water service providers to achieve commercial viability while providing sustainable services with financial and management autonomy.
SUWASA is a six-year regional program launched in September 2009 implemented by Tetra Tech from the Africa Regional Office in Nairobi, Kenya. The mission of SUWASA, currently in its third year of project implementation, is to foster the transformation of water and sanitation services delivery in Sub-Saharan Africa to achieve long-term financial sustainability through the application of market-based principles and the engagement of the private sector within a conducive policy and regulatory framework.
SUWASA seeks to employ two Nigerian nationals in the full-time position of Team Leader to support project activities at each of its two new country offices in Port Harcourt Town, Rivers State and in Abakaliki Town, Ebonyi State, Nigeria. Minimum Qualifications
• At least a Masters degree in Engineering, Economics, Finance, Business Administration, or any other relevant degree. Experience • A minimum of 10 years of professional experience, with a demonstrable knowledge of the policy issues and challenges in the water and sanitation sector in Nigeria and particularly, Bauchi State; • Experience in undertaking institutional, policy and regulatory reforms will be an advantage; • Experience in working in a donor-funded environment; • Ability to plan, direct, manage, control and take initiatives independently; • Self-driven and motivated, results-oriented with a positive outlook and a clear focus on high quality of results; • Ability to effectively communicate and work as a team member at a mature level of sensitivity and diplomacy in dealing with key stakeholders; • Excellent people-management skills and natural ability to motivate and build a strong team. Language • Fluent written and spoken English.
Position/Job Description
Responsibilities • Provide strategic leadership to the implementation of the project in Rivers or Ebonyi State, Nigeria; • Build strong implementation partnerships with USAID Nigeria mission, Department of Water and Sanitation in the Ministry of Water Resources, and other development key partners; • Prepare detailed quarterly and annual work plans and operational reports; • Develop human resource plans for the implementation of the project; • Supervise professional staff and any consultants hired to undertake specific assignments; • Prepare detailed budgets for project implementation including determining any additional resource requirements; • Strict adherence to the implementation plan and hence the budget; • Coordinate all project activities with the relevant authorities, partners and the Regional Office; • Provide leadership and guidance to the technical assistance team and the administrative staff.
