The accelerated growth of JSI’s procurement and supply management (PSM) related work in Nigeria requires enhanced management oversight to ensure quality technical work. The position of Deputy Chief of Party (DCOP) for Task Order (TO) Malaria has been created in the USAID | DELIVER Project in order to strengthen the strategic and operational management of project activities funded under the President’s Malaria Initiative (PMI).This is a full time position based in Abuja, Nigeria. The DCOP works under the leadership of the Chief of Party (COP), who is his/her supervisor. The DCOP exercises principal responsibility, subject to the direction of the COP and senior USAID | DELIVER Project staff in Arlington, for managing a portfolio of activities under Task Order Malaria that is supported by an annual budgetin excess of $30 million. Chief among the DCOP’s responsibilities are to lead (1) the continuous monitoring and periodic updating of Task Order Malaria’s overall strategy in Nigeria, in collaboration with USAID and the Government of Nigeria, and (2) the specification and effective implementation of an annual workplan and budget, as agreed with USAID and USAID|DELIVER project staff. The DCOP manages directly more than a dozen staff based in Abuja and in state-level field offices who are assigned full-time to Task Order Malaria. The DCOP is a member of, and is expected to play a leadership role in, the 15-member Senior Management Team (SMT) of the JSI Integrated Supply ChainField Office. Together with other senior managers, the DCOP is responsible for ensuring that Field Office staff comply with all applicable US Government and JSI policies, rules and regulations; and that staff observe and maintain the highest standards of honesty, personal integrity, and professionalism in the discharge of their duties.<STRONG>RESPONSIBILITIES</STRONG><BR>Develop, continuously monitor and update the written overall country strategy for TO Malaria-funded activities. Provide strategic leadership to the malaria activities, promoting synergies across the field office programs and innovative approaches.<BR>Lead the development and timely submission of an annual workplan andbudget for TO Malaria activities.<BR>Organize implementation of the annual workplan, ensuring the timely completion / submission of all TO Malaria deliverables.<BR>Together with the Field Office department of Finance & Administration, monitor budget execution and spending rates; and ensure that variances are promptly brought to the attention of the COP and other senior USAID|DELIVER project staff.<BR>Lead the development of innovative data management systems to enhance the visibility and management of the malaria supply chain.<BR>Oversee monitoring and evaluation components of malaria portfolio. Conceptualize ways to test models and measure program effectiveness and efficiency. Strategically document program outcomes.<BR>Together with the Associate Director for Malaria, manage the TO Malaria team, maximizing and leveraging available human resources to achieve the strategic goals of the program and the successful execution of planned activities. Map work processes, identify and resolve bottle necks, and develop SOP’s as needed. Supervise malaria team staff; mentor and build their capacity.<BR>Maintain excellent and productive relations with USAID Nigeria activity managers for USAID|DELIVER TO Malaria and with other USG staff supporting PMI;<BR>Maintain excellent and productive relations with Government of Nigeria officials involved in malaria control programming, in particular staff at the National Malaria Control Program (NMCP), and with other donors, implementing partners, and stakeholders supporting malaria control in Nigeria.<BR>Represent the USAID | DELIVER PROJECT and JSI at technical meetings and with other cooperating agencies, senior government officials and donor agencies.<BR>Together with the DCOP for Task Order 4 (public health), assist the COP in providing the overall management and strategic vision for the project. It was founded in 1943 and works in over 100 countries globally. CRS was invited to establish a presence by the Nigerian Conference of Catholic Bishops in 2000 and has been one of the strongest PEPFAR partners in the country implementing HIV/AIDS projects since 2004 with an annual budget of approximately $35 million. CRS HIV/AIDS projects include three PEPFAR projects funded through USAID and CDC: Scaling Up the Nigerian Faith-based Response to HIV and AIDS (SUN), Seven Dioceses Community-based Care and Support (7D Project) and AIDSRelief. The 7D and SUN projects are community-based projects that focus on providing care and support to orphans and children made vulnerable by HIV and AIDS and home-based care services to adults living with HIV. The AIDSRelief project supports access to comprehensive antiretroviral treatment in 33 secondary health facilities and 39 primary health care facilities. These projects are implemented by the Catholic Church and local NGOs in 20 states. CRS prioritizes capacity building for local partners as a means of ensuring sustainability of interventions across sectors. The CHANGE project will be cross-cutting to promote collaboration between government and civil society to address resource-related, communal and political outbreaks of violence. CHANGE will enhance the skills of the five Conflict Mitigation and Management Regional Councils working in multiple states to address violence and advocate for improvement in the government’s response to violence.</P><P>Role: The Chief of Party will be the lead interlocutor between USAID and Nigerian officials and the CHANGE program to promote collaboration between government and civil society to address resource-related, communal, and political outbreaks of violence and implement programming to conduct mediation and negotiation between disputing groups and communities.</P><P>Responsibilities: The Chief of Party will: • Provide leadership and oversight to all project activities • Make key decisions and solve problems in short time frames while ensuring operational and program integrity. • Serve as primary liaison to USAID, Nigerian officials, local counterparts (including civil society and religious leaders), and DAI home office management, ensuring clear communications and consistent expectations across all parties • Oversee implementation of conflict mediation and negotiation activities • Ensure compliance with all USAID and DAI rules and regulations • Provide timely reporting to USAID</P><P>Qualifications:</P><P>EDUCATION • Minimum of Master’s Degree in conflict resolution, international development, international relations or related field preferred. Bachelor’s Degree required.</P><P>WORK EXPERIENCE • Minimum of 12 years of demonstrated ability to successfully implement conflict mitigation & peace building activities in a conflict country environment.</P><P>SKILLS & KNOWLEDGE • High level of interpersonal and diplomatic skills required. • A sound understanding of development, political, natural resource, and religious issues in Nigeria and/or the West Africa region highly desirable. • Previous experience implementing USAID-funded projects in conflict environments highly desirable • Knowledge of Nigerian counterparts, individuals, and organizations active or interested in private sector issues highly desirable. • Previous work with at-risk youth desired. • Previous work experience in Nigeria and/or the West Africa region desired. • Fluency in English required.</P>
