POSITION DESCRIPTION
POSITION TITLE: Grant Management Specialist, Support to Vulnerable Households Project
LOCATION: Nigeria
UNIT: Empowerment & Civic Engagement
REPORTS TO: Chief of Party (COP)
POSITION SUMMARY:
The Grant Management Specialist will be responsible for managing and coordinating the complex grants portfolio for a high-quality, results-oriented program to increase rural economic growth and improve livelihoods, nutrition and health among vulnerable households in Nigeria, specifically within Sokoto, the Niger Delta and the Federal Capital Territory. Position is contingent upon receipt of donor funding. This position will work closely with the HQ Contracts unit.
ESSENTIAL RESPONSIBILITIES:
The Grant Management Specialist is responsible for managing and coordinating the complex grants portfolio. He/She will serve as experts for the planning, implementation and evaluation of grant applications and provide guidance on cooperative agreements, cost-share agreements, participating agreements, collection agreements, and memoranda of understanding. Specific responsibilities include but are not limited to: • Negotiate grants and review all reimbursement requests for appropriateness, and ensure that awardees are in compliance with established administrative and financial policies, procedures, and sound business practices. • Oversee all grant activities, ensuring compliance with USAID and Winrock regulations and policies. • Provide post award administration including monitoring all phases of grant agreements and close-out, including assessment of technical progress and performance. • Provide technical expertise in the identification and resolution of grants administration issues. • Reviews all draft subagreements for donor, Winrock, and United States Government (USG) compliance. • Sub award monitoring which includes frequent visits to the sub grantee offices. • Training of Sub grantees in USG rules and regulations and financial reporting.
QUALIFICATIONS AND BACKGROUND:
Education: B.S. or equivalent university degree in Accounting, Finance or Business Administration.
Experience: Minimum ten years’ experience working in finance or grants management for donor-funded development programs required. Minimum five years on USAID-funded programs required. Demonstrated technical expertise in grants management required. Experience with capacity-building of local partners in grants/finance/contracts compliance and linking funds to program performance is essential.
Skills: • Strong skills in financial management, grant management, and subagreement management required. Knowledge of USAID rules and regulations required. • Knowledge of laws, regulations, agency policy, precedent cases and other requirements that affect grant program administration. • Proficiency in word processing, spreadsheet (preferably Excel), and presentation software (Microsoft) • Skills with local language(s) spoken in Sokoto, Federal Capital Territory and/or the Niger Delta (Hausa, Urhobo, Gbagyi, etc.) are considered a strong asset. • Valid passport and able to obtain a visa for travel to the US if needed as well as other countries within Africa
