Commissioning Site Leader - Nigeria

For one of our client, we are looking for a : Commissioning Site Leader Engineer

Duration : 12 months but the expected total duration of the SERVICE is 3 years.
The starting date planned is ASAP.

The SERVICES will take place in the following location: Lagos, Nigeria until end of 2012 and then in Port Harcourt, Nigeria on a 4X4 rotation until Q4 2014.

The SERVICE consists of managing the precommissioning and commissioning activities which will take

place simultaneously with the production activities managed by the Production team.

More particularly :

Precommissioning & Commissioning preparation scope :

Responsible for the preparation of the various precommissioning & commissioning tasks in close

coordination with the EPCI5 contractor : Start-up sequence, subsystem and colour marked-up

preparation, work repartition, priorities, resources, schedule, and coordination with the start-up and

production teams.

Put in place the commissioning / start-up management procedures (Ready for Commissioning,

pre-commissioning witnessing, punchlist, coordination reporting, commissioning witnessing,

modification request, plant handover, Permit to Work procedure, commissioning progress measurement,

vendor coordination, sub-project interfaces, internal organization, start-up philosophy, OTP’s,…).

Review and approve the OPERCOM pre-commissioning & commissioning dossiers prepared by his team

(Including ICAPS database populating and operational test procedures writing).

Coordinate activities of the Company commissioning team.

Identify / address all interface issues with other contractors / packages with respect to Precomm /

commissioning activities.

Participate to the overall commissioning plan preparation.

Define all commissioning/start-up resources required (Personnel, tools, spare parts, miscellaneous

products and materials, etc).

Precommissioning execution scope :

Responsible for witnessing and monitoring the precommissioning execution activities performed by

Contractor.

Ensure proper Precommissioning OPERCOM methodology application by the Contractor.

Precommissioning Punch list follow-up.

Review and approve all precommissioning dossiers at Ready For Commissioning (RFC) status.

Sign the Ready For Commissioning certificates.

Ensure that the Contractor organize Precommissioning activities in line with the Start-up sequence.

Check progress against planning and recommend any necessary corrective actions.

Ensure correct reporting of precommissioning activities in time frame.

Report immediately any unexpected events which may affect the Precommissioning / commissioning of

the plant.

Commissioning execution scope :

Responsible for the overall HSE of commissioning activities (SIMOPS context).

Mobilize all commissioning resources required (personnel, tools, etc).

Responsible for the commissioning activities in the construction yards and on site.

Ensure proper preservation of facilities when required.

Responsible for the operational test execution.

Ensure correct management of vendors on site.

Control the ICAPS commissioning database done by the Method engineer.

Management of the combined precommissioning / commissioning punch lists.

Check progress against planning and recommend any necessary corrective actions.

Ensure correct reporting of commissioning activities in time frame defined by the commissioning manager.
